PC MINS 19770217(46) M I N U T E S City of Rancho Palos Verdes Planning Commission Work Session February 17, 1977 The meeting was called to order by Chairperson Shaw at 7:40 p.m. PRESENT: Blue, Hughes, McTaggart, Rosenberg, Shaw ABSENT: None Also present was Code Inspector David Rosso. ANTENNA The Commission discussed the Mayor's directive to meet with the Council in a joint session for review of the pro- posed Antenna ordinance. Mr. Hughes said he would prepare written discussion to forward with --the ordinance to the City Council prior to the actual 3oint work session on March 23. The letter from De De Hicks was reviewed. The major points covered are as follows: - Possible use of "findings" wording to be consistent with other permits (9614-2, C-1). - Notification procedure set up for all adjacent, and 300 feet with 45 -foot or higher pad elevation (to be established by staff!) (9614-B, a). - Permit to terminate with ownership, require new application for new owner! 1 - Permit procedure should not be for outright denial,'but rather "arbitration" of conflicts. Future Considerations: - Extend notification period to fifteen (15) days. - Utilize Specific Plan View Corridor Analysis to map out areas where 45 -foot limit would be absolute. - Utilizing CC&Rs for new tracts to restrict antenna height, expecially in coastal area. TREE TRIM/VIEW The Commission felt that the purpose was not to limit specific height, but to arbitrate where a blockage exists. The following points were covered in discussion: - General and specific plan establish that City is concerned with view preservation - New subdivisions can provide adequate initial regulation through City imposed CC&R conditions. The following requests were made of staff: - At what point can the City (Planning Commission or City Council) impose and/or give approval to CC&R desired conditions, needs clarification from Pat Coughlin as to proper timing for con- sideration and imposition. Also, can CC&R conditions be used to provide for continuing maintenance related to Tree Trimming/ View Preservation (i.e., can City enforce CC&Rs if imposed on new tracts?). - Staff to prepare outline of basic issues pertinent to Tree Trim/ View Ordinance (i.e., what is reasonable view, who pays what and when, etc.) for next Work Session of March 3.
