Planning Commission
Work Session
February 3, 1977
The meeting was called to order by Vice Chairman Blue at 7:33 p.m.
PRESENT: Blue, Hughes, McTaggart, Shaw (arrived at 8:17 P.M.)
ABSENT: Rosenberg
Mr. McTaggart was acting secretary.
There was a discussion of what the City Council asked the Planning
Commission to do concerning antenna revisions last September.
Section 9614 B.2a (1) was discussed. Add reference to 9614 B.4(d)
for clarity RE: area. Discussed changing required crac]C down height
to read 45' or less. Ct"k
Mrs. Shaw arrived at 8:11 p.m.
Reference to 16 feet squared changed to 16 square feet.
Section 9614 B.2.c.1.(c) was discussed. The suggestion was made to
require that towers only be raised while being used. It was brought
out that this might require as much as three hours to accomplish
each time equipment was used. It was brought out that while trans-
mission may be monitored from off the premises, receiving cannot,
making enforcement difficult. Equal treatment would require knowledge
of when "View" was being used, since its use and enjoyment is obviously
discontinuious. Consensus was reached for leaving the Section as is.
That is: Requiring a licensed operator on the property.
Notice procedure discussed RE: Pad Elevation. If staff is in doubt
about exact elevation, notice should be sent. It was decided to add
explanations of each suggested change at next work session before
proceeding. Concerns reiterated: Notification, development of
criteria, enforcement, applications.
A discussion of experimental antenna structures as regards notice
followed.
Section 7 was left in after some discussion. Section 8 was discussed
with cost to City compared with weed abatement. It was brought out
that things that benefit the whole City should be paid for by the
whole City. Applicant should pay a fee when he seeks a benefit.
Reduction of his array size should not be considered a benefit to
applicant.
A discussion of the displeasure of the Commission with holding meetings
not attended by entire Commission was held with a formal resolution
requesting the cooperation of the entire Commission being discussed,
although no resolution was proposed.
