PC MINS 19760727M I N U T E S City of Rancho Palos Verdes Planning Commission Regular Adjourned Meeting July 27, 1976 Q0 , APPROVED AS CORRECTED August 10, 1976 The meeting was called to order at 7:35 p.m. in the City Council Chambers, 30942 Hawthorne Boulevard, by Chairman Shaw. PRESENT: Blue, Hughes, McTaggart, Rosenberg, Shaw ABSENT: None Also present was Director of Planning Sharon W. Hightower. MINUTES APPROVAL On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried, the minutes of July 13, 1976, were approved as presented. On motion of Mr. Blue, seconded by Mr. McTaggart, and unanimously carried, the minutes of July 15, 1976, were approved as presented. On motion of Mr. McTaggart, seconded by Mr. Blue and carried with Mr. Rosenberg dissenting, the minutes of July 19, 1976, were approved as pre- sented. VARIANCE #6 Director Hightower indicated the ap- 30159 Avenida de Calma plicant had requested that the matter Applicant: Thomas Schorer be continued once more. & Associates On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, the public hearing on Variance #6 was continued to the next regular meeting. CONDITIONAL USE PERMIT #14 TENTATIVE TRACT #32614 NW Corner Crenshaw & Crest Applicant: Great American Director Hightower explained that the applicant was presenting new concept plans. Land & Development Bill Schworer of Great American Land and Development Company, Paul Thoryk, architect for the project, and Nick Harrison of E. L. Pearson were present representing the applicant. Mr. Thoryk explained the changes in their plan, pointing out that they have removed one tennis court,r-�-ed-om-ei-t and changed the placement of houses so that there is now more distance between units and there are now view corridors, and reduced the height of some of the units, thus changing the elevations somewhat. Mr. Harrison explained that with this concept there will be about a 30% increase in the area of grading, but a decrease in volume. Dennis Plunkett, 5601 Whitecliff, expressed concern with the height of the units and blockage of views and the density, but felt the applicant had responded to the concerns expressed earlier and that this plan is a definite improvement. Wallace Williams, 5605 Sunmist, felt a 12501 elevation plus the 16 feet would be acceptable. Harvey Brown, 29234 Beachsite, objected to the lighted tennis court, and also expressed concern about the traffic access. The Commission felt an honest attempt had been made by the applicant to answer the objections- raised at the previous meeting, but still had P.C. -1- 7/27/76 concerns about the project. They discussed a height restriction, elimi- nation of the loop street, and elimination of at least one more unit. RECESS At 9:00 p.m. a brief recess was called at the applicant's request. The Commission reconvened at 9:15 p.m. with the same members present. Mr. Thoryk said he and the other representatives agreed to eliminate one unit and the loop street, and not to exceed the 16 feet above grade height plane as measured 15 feet from property line. The consensus of the Commissioners was to approve the new plan in concept with removal of one of the units, elimination of the loop street and that the height is not to exceed 16 feet above grade plane. The Commission expressed concern about the traffic ingress and egress and the impact on the intersection of Crenshaw and Crest. On motion of Mr. McTaggart, seconded by Mr. Rosenberg and unanimously carried, requesting a letter be written from the Planning Commission and directed to the City Council requesting that the Traffic Committee look into the impacts on the intersection of Crenshaw and Crest and come up with some measures to lessen the impact. On motion of Mr. McTaggart, seconded by Mr. Blue, and unanimously carried, the public hearing was continued to the regular meeting of September 14. Director Hightower advised the applicant that in order to be scheduled for the meeting of September 14, the plans must be received by September 1. ANTENNA REGULATIONS The Commission discussed whether it would be necessary to schedule another workshop meeting and decided instead to have staff prepare the ordinance, incorporating all changes from the previous meetings and schedule for the next regular meeting. Mr. Rosenberg informed the Commission that he would submit a minority report to Council. On motion of Mr. McTaggart, seconded by Mr. Blue, the proposed amendment to the zoning ordinance concerning antennas shall not contain the change in permit procedure, and 9614, B, 6 should read "expansion of 10%...." instead of "changes of 10a...." AYES: Blue, McTaggart, Shaw NOES: Rosenberg ABSENT: None ABSTAIN: Hughes CONDITIONAL USE PERMIT #7 Director Hightower reviewed the pro - 5841 Crest•Road posed amendment to the previously Applicant: General Telephone approved conditional use permit, ex - Company plaining that the applicant wished to reduce the size of the approved build- ing. On motion of Mr. Blue, seconded by Mr. McTaggart, and unanimously carried, the amendment for Conditional Use Permit #7 was approved. PARCEL MAP #6884 Director Hightower reviewed the appli- VARIANCE #7 cation to allow the construction of a CONDITIONAL USE PERMIT #15 replacement sewage pumping plant, ex - Applicant: L.A. County plaining that there were three appli- Sanitation District cations, two of which required public No. 2 hearing. P.C. -2- 7/27/76 Joe Haworth, Jr., representing the applicant, explained the design, land- scaping, safety precautions, and reviewed the back-up systems. He said they would put as much of the line along Palos Verdes Drive South under- ground as is feasible without jeopardizing the line. The Commission discussed and questioned the applicant on concerns which included potential odors, noise from the fan, the location, and having the line above ground. On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, the concept of the total project was approved and staff was requested to draft a resolution for the next meeting. CONDITIONAL USE PERMIT #16 TENTATIVE TRACT #32744 Applicant: Porto Verde Assoc./ E. L. Pearson DO/I �Dajll_5 john Davidse , representing the appli- cant, said that due to the late hour and the length of his presentation, he would be willing, if it was the desire of the Commission, to have this item continued to the next meeting. Mrs. Shaw opened the public hearing. On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, public hearing on this item was continued to the next regular meeting of August 10, 1976. STAFF REPORT Director Hightower briefly discussed the approval of two Minor Exceptions at 6432 Bramante Plaza and 2767 Colt Road. Director Hightower also reminded the Commissioners of the City Council - Planning Commission meeting scheduled for August 11, 1976. She is putting together an agenda for this meeting and requested that the Commissioners contact her with any items which they would like to place on this agenda. Mr. McTaggart suggested the following items: Dayton law suit, referrals to other committees, and fees. Mr. Rosenberg was concerned because the Commission was no longer receiving City Council minutes. Mrs. Shaw was concerned about the Commission's role at the Council level and the need of the Commission to feel they are an important part of the procedures.
