The meeting was called to order at 7:40 p.m. in the City Council Chambers,
30942 Hawthorne Boulevard, by Chairman Shaw:

Also present was Director of Planning Sharon W. Hightower.
MINUTES APPROVAL
It was the consensus of the Commission
to hold the minutes of July 13 and 15
for approval at the regular meeting of
July 27, 1976.
CHANGE IN AGENDA Director Hightower indicated that
Grading Application #87 had been re-
moved from the agenda. A revised plan
had been submitted which required only staff review.
GRADING APPLICATION #63 Director Hightower summarized the re -
30330 Cartier Drive quest for approval of grading for a
Applicant: Butler Housing single family residence, with the re-
commendation that the plans be revised
to reduce the volume of grading and
the amount of grading in the 35% slope area, with revised plans to be ap-
proved by the Director.
H. D. Hoon, Vice -President of Butler Housing, indicated he would like to
keep the house as low as possible.
Dale Naegel, architect representing the applicant, presented a written
grading guidelines analysis, explaining some of the problems associated
with the Butler Housing lots, suggesting that the City use other criteria
in addition to that of the maximum allowable grading in judging grading
applications.
Klaus Schuegraf, 30331 Cartier, indicated support of the proposal, but
expressed concern with dust generated by grading operations.
It was moved by Mr. McTaggart that Grading Application #63 be approved.
Motion died for lack of second.
It was moved by Mr. Blue, seconded by Mrs. Shaw that Grading Application
#63 be tabled for a period not to exceed 60 days to revise the plans for
reduction in the amount of grading and to fit the house more into the
contours of the lot.
H. D. Hoon indicated he was unwilling to revise the plans, and desired a
decision be made so that he might appeal it to the City Council.
The motion was withdrawn, with the approval of the second.
On motion of Mr. Blue, seconded by Mrs. Shaw and carried (with Mr.
McTaggart dissenting), Grading Application #63 was denied based on exces-
sive grading.

recommendation that both Grading
Applications be approved.
H. D. Hoon, Vice President of Butler Housing, and A. E. Beran, of Engineer-
ing Associates, represented the applicant.
Following discussion, it was moved by Mr. McTaggart, seconded by Mr. Blue
and unanimously carried that Grading Application #64 be approved.
It was moved by Mr. McTaggart, seconded by Mr. Blue and unanimously carried
that Grading Application #66 be approved.

quest for approval of grading for con-
struction of three single family resi-
dences on adjoining lots, with the
recommendation that Grading Applications
#67 and #68 be approved, and that
Grading Application #69 be tabled to
locate the house further back on the
lot.
Following discussion, it was moved by Mr. McTaggart, seconded by Mr. Blue
and unanimously carried that Grading Application #67 be approved.
On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried,
Grading Application #68 was approved.
H. D. Hoon indicated there was a large man-made knoll on the property
created during grading of lots above the lot under consideration ds
Grading Application #69. Mr. Hoon indicated that, if the Commission would
approve the greater amount of grading, he would prefer to remove that knoll,
thereby also removing a portion of the 35% slope. The house could be moved
farther back on the lot, but would require more grading.
On motion of Mr. McTaggart, seconded by Mrs. Shaw and unanimously carried,
Grading Application #69 was approved, subject to the condition that the
plans be revised to remove the mound of earth at the rear of the lot, with
revised plans to be approved by staff.

The meeting reconvened at 9:15 p.m.
with the same members present.
Director Hightower reviewed the request
for approval of grading for the con-
struction of two single family residen-
ces on adjoining lots, with the recom-
mendation that both applications be
tabled for revisions, due to grading
in the 35% slope area.
Following discussion of the existing grading of the lots and the proposed
grading, it was moved by Mr. Blue, seconded by Mrs. Shaw and unanimously
carried that Grading Application #71 be approved.
It was moved by Mr. McTaggart, seconded by Mr. Blue and unanimously car-
ried that Grading Application #72 be approved.
GRADING APPLICATION #86 Director Hightower summarized the re -

and unanimously carried, that Grading Application #86 be approved.
GRADING APPLICATION #77 Director Hightower summarized the re -
27701 Palos Verdes Drive East quest for approval of grading for a
Applicant: C. Dean Virden single family residence, expressing
concern with possible view obstruction
of views from homes above the subject
lot. Dean Virden, 22803 Cypress, Torrance, was present.
On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried,
Grading Application #77 was approved.

Applicant: Hansen Construction
Director Hightower summarized the re-
quest for approval of grading for a
single family residence, with the re-
commendation that the request be
approved.
On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried,
Grading Application #78 was approved.
GRADING APPLICATION #84 Director Hightower summarized the re -

Applicant: Kenneth Burrell single family residence, with the re-
commendation that the plans be revised
to reduce the driveway and paddle
tennis court areas.
Tim Burrell and Lorna Burrell were present to represent the applicant.
Following discussion, it was moved by Mr. McTaggart, seconded by Mr. Blue
and unanimously carried that Grading Application #84 be approved.
GRADING APPLICATION #82 Director Hightower summarized the re -
30006 Avenida Classica quest for approval of grading for
Applicant: Mercury Enterprises construction of a single family resi-
dence and tennis court. Director
Hightower indicated the address given
by the applicant for the lot -- 30006 Avenida Classica -- is incorrect.
Expressing concern with the proposed tennis court, it was Director High -
tower's recommendation that Grading Application #82 be revised to reduce
the amount of grading.
On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried,
Grading Application #82 was tabled for revisions to eliminate the retain-
ing wall in the front yard of the proposed structure.
JOINT COUNCIL -COMMISSION Director Hightower indicated Council's
MEETING desire to hold a joint Council -Commis-
sion dinner meeting, with the date
tentatively set as August 11.
Mrs. Shaw indicated she would not be available for a meeting that evening.
Mssrs. Blue and McTaggart indicated August 11 would be acceptable.
MISCELLANEOUS Mr. Blue indicated there might be a
possibility of amending the Building
Code to permit smaller turn -around
areas (possibly using a turn -table mechanism) on hillside lots. Mr.
McTaggart disagreed with this concept.
ADJOURNMENT At 10:30 p.m. it was moved, seconded
and carried to adjourn the meeting.
