PC MINS 19760624 MINUTES411 411 City of Rancho Palos Verdes APPROVED AS Planning Commission PRESENTED Regular Adjourned Meeting July 13, 1976 June 24, 1976 The meeting was called to order at 7 : 39 p.m. in the Palos Verdes Penin- sula Unified School District Building, 30942 Hawthorne Boulevard, by Chairman Shaw. PRESENT: Blue, Rosenberg, Trefts, Shaw ABSENT: McTaggart Also present was Director of Planning Sharon W. Hightower. GRADING Glenn Shaffer, of Cayman Development Company, made the following comments regarding grading: (1) Corrective grading should be allowed, both by reason of natural causes and illegal dumping; (2) With regard to grading for a total tract vs. grading the individual lots later, it is better to do all the rough grading (including corrective) and as much of the other as possible initially. (3) The ordinance should retain flexibility with regard to padding vs. working into the slope. (4) The Commission should consider judging the beginning contours to finished contours as the amount graded. The Commission discussed the rough draft prepared by staff, with the de- cision that on lots which fall entirely in the 35% and above slope cate- gory, only minimal grading should be allowed, not to exceed the footprint of the house and access. For lots which partially fall into the 35% slope category, grading should be discouraged; however, grading for the foot- print and access should be allowed. Various formulas were discussed, including: A X 7 . 5 = 0 exemption slope ( . 00) It was agreed that: (1) the area permitted to be graded per chart in Section 9667-E, except that an exemption for access and structure foot- print shall be allowed. (2) The exemption shall be 3000 sq. ft. or as by the formula, whichever is greater, and shall not be additive to that in the formula of "E". Various volume formulas were discussed, including: 0 X 2 = X . 074 27 It was agreed that the above formula was too low. ANTENNA REGULATIONS Director Hightower recommended July 15 for a public hearing on proposed changes to the City' s antenna regu- lations. It was the consensus of the Commission to hold the hearing at that time. ADJOURNMENT At 10: 20 p.m. it was moved, seconded, and carried to adjourn to Thursday, July 8, 1976 at 7 : 30 p.m. in the Council Chambers , 30942 Hawthorne Blvd. , to discuss grading.
