The meeting was called to order at 7:38 p.m. in the Palos Verdes Peninsula Unified
School District Building, 30942 Hawthorne Boulevard, by Chairman Shaw.
PRESENT: Blue, McTaggart, Rosenberg, Trefts, Shaw
ABSENT: None
Also present was Director of Planning Sharon W. Hightower
MINUTES APPROVAL On motion of Mr. Blue, seconded by Mr.
McTaggart and carried, the minutes of
May 19, 1976, were approved as presented.
On motion of Mr. Rosenberg, seconded by Mr. Blue and unanimously carried, the
minutes of May 25, 1976, were approved as presented.
On motion of Mr. McTaggart, seconded by Mrs. Trefts and unanimously carried, the
minutes of June 3, 1976, were approved as presented.
AUDIENCE QUESTION Mr. William Hauf, owner of the lot at
7449 Via Lorado, inquired as to the status
of revisions to the Grading Ordinance.
Mrs. Shaw indicated the next work session on grading will be held June 24.
Director Hightower indicated that as soon as an ordinance is placed on first reading,
which would allow grading on slopes greater than 35%, Mr. Hauf's applications could
be brought before the Planning Commission.
SPECIAL ANIMAL PERMITS #2 Director Hightower indicated that, in ac-

ted the site and submitted a report. How-
ever, there appeared to be some misunder-
standing of the charge to the Committee.
Leonard Lidstrom, Vice-Chairman of the Committee, reviewed the Committee's findings
and recommendations with regard to the special animal permit. The Committee had
spoken with the applicant regarding waste and fly control and had suggested an
adequate program.
Johanna Lundy (28409 San Nicholas) , attorney for the applicant, and the applicant,
Andrew Yakubik, spoke in favor of the application.
Speaking in opposition to the permit were H. M. Ritter, 26107 Basswood, and Jim
Hill, 3801 Palos Verdes Drive North, Palos Verdes Estates.
It was moved by Mr. Rosenberg, seconded by Mr. Blue that Special Animal Permit #2
be tentatively approved, subject to the following conditions and restrictions:
1. That the permit be issued for a twelve-month probationary period.
2. That a hearing be held before the Planning Commission at the end
of the probationary period to determine the permanent approval of
the use, based on a review of the existing public health, safety,
and welfare conditions.
3. That approval be contingent upon submission of a written program
for immediate positive waste and fly control and a plan for new
fenced enclosures, both to be approved by the Director of Planning,
and the enclosures to be implemented within six months.
4. That'the number of large animals be limited to four, not to exceed
two goats.

GRADING APPLICATION #55 Director Hightower summarized the request
7329 Via Lorado for approval of grading for a single
Applicant: Alfred Buechs family residence, with the recommendation
that the request be approved, subject to
approval of a landscaping and irrigation
plan by the Director of Planning.
Speaking in favor of the application were: Alfred Buechs, 1916 Via Estudillo;
Robert Murrin, 7335 Via Lorado; and William Hauf, 1820 Ardmore Avenue, Hermosa
Beach.
On motion of Mr. McTaggart, seconded by Mrs. Trefts and unanimously carried,
Grading Application #55 was approved, subject to the submission and approval of
landscaping and irrigation plans.
HEIGHT VARIATION #21 Director Hightower reviewed the request
Appeal of Staff's Denial for reversal of staff's denial of Height
30727 Palos Verdes Drive East Variation #21, with the recommendation
Applicant: Howard Hildreth that the appeal be denied. Director
Hightower pointed out that the denial was
based primarily on the basis of incom-
patibility with the existing neighborhood and cumulative effect on such structures.
The applicant, Mr. Hildreth, indicated the following: (1) he has obtained approval
of the adjacent neighbors; (2) there will be no view obstruction; and (3) there is
only one other detached garage in the neighborhood.
It was moved by Mr. Blue, seconded by Mr. McTaggart, that the Commission grant the
appeal of staff's decision on Height Variation #21.
Motion failed on the following roll call vote:

NOES: Rosenberg, Trefts, Shaw
It was moved by Mrs. Trefts, seconded by Mr. Rosenberg, that the Commission deny the
appeal of staff's denial of Height Variation #21.

PARCEL MAP #6467 Director Hightower summarized the request
30419 Miraleste Drive for approval of Tentative Parcel Map 6467,
Applicant: J. W. Rich Investment for the creation of four lots, each of
minimum of 29,000 square feet, with the
recommendation that the map be approved,
subject to conditions.
Doug McHattie of South Bay Engineering, engineers for the applicant, and John Rich,
applicant, indicated concurrence with the conditions recommended by staff.
On motion of Mr. Rosenberg, seconded by Mr. McTaggart andl.unanimously carried, the
Commission adopted Resolution 76-4 (P.C.) approving Tentative Parcel Map #6467,
subject tO the conditions contained in Exhibit "A".
On motion of Mr. Rosenberg, seconded by Mr. McTaggart and unanimously carried, the
grading for Tentative Parcel Map #6467 was approved subject to the approval of a
landscaping and irrigation plan and the payment of the $110 grading fee prior to
approval of the final parcel map.

PARCEL MAP #3760 Director Hightower summarized the request
Crest Road/Ganado for a tentative parcel map to split an
Applicant: P. V. Properties existing 760± acre parcel into two lots
of 60.4 acres and 700+ acres. The 700±
acre parcel would be "Not a Part" of the
parcel map. It was the Director's recommendation that the parcel map be approved,
subject to conditions.
Mike Kochan, representing the applicant, indicated concurrence with the conditions
recommended by staff.
On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, the
Commission adopted Resolution 76-5 (P.C.) approving Tentative Parcel Map 3760,
subject to the conditions contained in Exhibit "A".
PARCEL MAP #6548 Director Hightower summarized the request
Crestridge & Crenshaw for a tentative parcel map to split a 34.4
Applicant: P. V. Properties acre parcel into two parcels, of 11 acres
and 23.4 acres, with the recommendation
that the map be approved, subject to
conditions.
Mike Kochan, representing the applicant, indicated concurrence with the conditions
recommended by staff.
On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, the Com-
mission adopted Resolution 76-6 (P.C.) , approving Tentative Parcel Map 6548, sub-
ject to the conditions contained in Exhibit "A".
COMMISSION REPORT Mr. Blue indicated he had written a letter
View Preservation to the City of Belvedere inquiring as to
their experiences with their view preser-
vation ordinance.
COMMISSION REPORT Mr. Blue requested the Commission take
Coastal Zoning action to send a letter to Attorney General
Evelle Younger requesting clarification of
the City's authority regarding presidential/
agricultural zoning in the coastal area.
Following discussion, it was moved by Mr. Blue, seconded by Mrs. Trefts that the
Planning Commission submit the questions contained in the letter of June 2 to
Evelle Younger, with the letter signed by the Chairman of the Commission, and copies
to be sent to each Commissioner.

ADJOURNMENT At 11:00 p.m. , it was moved, seconded and
carried to adjourn to Wednesday, June 16,
1976, at 7:30 p.m. in the Palos Verdes
Peninsula Unified School District Building, 30942 Hawthorne Boulevard, to discuss
antenna height regulations.
