The meeting was called to order in the P.V.P.U.S.D.,Bldg-., 30940 Hawthorne
Blvd., by Chairman 'Shaw:
PRESENT: Blue, McTaggart, Rosenberg, Trefts, Shaw
ABSENT: None
Also present was Director of Planning Sharon W. Hightower.
VIEW PRESERVATION The following were the major issues
ORDINANCE raised in a discussion of the draft
changes to the Belvedere Tree Con-
trol Ordinance prepared by Messrs.
Blue and McTaggart:
(1) Definition of view. (2) Eliminating fire, personal injury, and
property damage hazards. (3) Who should pay for correction? It was
agreed that the complainant should pay. (4) The problem of recurring
growth of obstructive landscaping. (5) What kind of policies will a
view committee have to establish? (6) The individual obstructing the
view should be able to choose the contractor to remedy the obstruction;
however, if no agreement can be reached, the Committee could designate
a contractor through an appeal.
It was agreed to request advice from the City Attorney on the following
questions: (1) Can the City adopt some kind of enabling legislation
that would allow a citizen to take civil action against another citizen
to alleviate a view obstruction? (2) Once a view obstruction situation
has been corrected by trimming, etc., can an ordinance require the owner
to keep it trimmed or require an agreement between the owner and the
complainant to share trimming?
It was suggested by a member of the audience that trees should not be
allowed higher than houses if they block a view.
It was agreed that the view preservation sub -committee -should contact
the City of Belvedere to discuss its experience in implementing its
ordinance.
It was futher agreed that work sessions would be held on Wednesday,
June 16, to discuss antenna height regulations and on Thursday, June 24,
to discuss grading.
