PC MINS 19760511M I N U T E S City of Rancho Palos Verdes Planning Commission APPROVED AS PRESENTED Regular Meeting May 25, 1976 May 11, 1976 The meeting was called to order at 7:43 p.m. in the Palos Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard, by Chairman Shaw. PRESENT: Blue, McTaggart, Rosenberg, Trefts, Shaw ABSENT: None Also present was Director of Planning Sharon W. Hightower. MINUTES APPROVAL On motion of Mr. McTaggart, seconded by Mr. Blue and unanimously carried, the minutes of April 27, 1976 were approved as presented. On motion of Mr. Blue, seconded by Mrs. Trefts and unanimously carried, the minutes of April 29, 1976 were approved as presented. GRADING APPLICATION #19 Lot 79, Tr. 23943 (P.V. Dr. West) Applicant: Kirk Gillett that Grading Application #19 be tabled of possible amendments to the grading Director Hightower reviewed the request for approval of grading for a single family residence. The proposal involves grading and construction on slopes in excess of 35%. Accordingly, it was staff's recommendation until the Planning Commission completes review section of the Development Code. The applicant, Mr. Gillett, emphasized the need for expediency, but indicated his willingness to have the matter tabled. Director Hightower emphasized that, even after a Code amendment, there could be no guarantee that the grading for this particular project would be approved. On motion of Mr. Rosenberg, seconded by Mr. McTaggart and unanimously carried, the appeal of Grading Application #19 was tabled until such time as the Commission has re- viewed the grading ordinance and initiated a Code amendment. PARCEL MAP #6660 Director Hightower summarized the request 77 Headland Drive for approval of Tentative Parcel Map #6660, Applicant: Sherman Hutchison for the creation of two lots with a minimum area of 29,000 sq.ft. each, with the revised recommendation that the parcel map be ap- proved subject to the conditions contained in Resolution 76-3 P.C., with the added con- dition that a waiver be signed and submitted not opposing any future sewer assessment district formation. In response to Commission question, Director Hightower indicated the City does not re- quire a topographic map based on field survey for either a parcel map or other City applications. Mr. Hutchison indicated the driveway easement was not a fee easement because it was his understanding the ten feet would be needed for a 15' setback for a future tennis court on the front parcel. It was indicated that the setback at that portion of the property would only be 5', since it is considered the side property line, not the rear. It was moved by Mrs. Trefts, seconded by Mr. McTaggart, and unanimously carried to adopt Resolution 76-3 P.C., approving Tentative Parcel map #6660, based on the condi- tions contained in Exhibit "A" of the Resolution, with the added condition that a waiver be signed and submitted not opposing any future sewer assessment district forma- tion. -1- COMMITTEE REPORT TREE CONTROL ADJOURNMENT District Building, Mr. McTaggart indicated the draft of a tree control ordinance would be ready for distribution to the Commission soon. At 8:30 p.m. it was moved, seconded, and carried to adjourn the meeting to Thursday, May 13, 1976 at 7:30 p.m. in the Palos Verdes Peninsula Unified School 30942 Hawthorne Boulevard, to review the grading ordinance.
