The meeting was called to order at 7:37 p.m. in the Palos Verdes Peninsula Unified
School District Building, 30942 Hawthorne Boulevard, by Chairman Shaw.

GRADING APPLICATION #2
Lot 124, Sattes & Matisse
Applicant: P.V. Seaview Homes
On motion of Mr. Blue, seconded by
Mr. McTaggart and unanimously carried, the
minutes of March 23, 1976 were approved

plans for grading for a single family resi-
dence, with the recommendation that the
plans be approved.
A. E. Beran of Engineering Services Corporation, 4676 Admiralty Way, Marina Del Rey, was
present to represent the applicant.
On motion of Mr. Rosenberg, seconded by Mr. Blue and unanimously carried, Grading Appli-
cation #2 was approved, subject to approval of a landscaping and irrigation plan by
the Director of Planning.
GRADING APPLICATION #3 Director Hightower summarized the revised

be approved.

On motion of Mr. Rosenberg, seconded by Mrs. Trefts and unanimously carried, Grading
Application #3 was approved subject to approval of a landscaping and irrigation plan
by the Director of Planning.

be approved.
The applicant was not present.
On motion of Mr. McTaggart, seconded by Mrs. Trefts, and unanimously carried, Grading
Application #18 was approved, subject to the approval of landscaping and irrigation
plans by the Director of Planning.
GRADING APPLICATION #13 Mrs. Hightower summarized the request for
Lot 45, Cachan Place (30026) approval of grading for a single family resi-

H. D. Hoon, Vice President of Butler Housing, represented the applicant.
Dick Somers, 30010 Cachan Place, and Norman Pennels, 6555 Sattes, indicated they were
in favor of the pro3ect,.but requested that the Commission consider permitting a greater
amount of grading to allow reducing the height of the house by two feet more, in order
to preserve views. Mr. Somers indicated he had obtained a maintenance easement to a
slope area adjacent to his property.
On motion of Mrs. Trefts, seconded by Mr. McTaggart, and carried, Grading Application
#13 was approved, subject to the approval of landscaping and irrigation plans by the
Director of Planning. on roll call vote:

GRADING APPLICATION #16 Director Hightower summarized the request for
Lot 118, Cartier Drive approval of grading for a single family resi-

H. D. Hoon, Vice President of Butler Housing, represented the applicant.
There was no testimony either in support or in opposition to the proposal.
On motion of Mr. Blue, seconded by Mrs. Trefts and unanimously carried, that Grading
Application #16 be approved based on its substantial compliance with the criteria,
subject to the approval of a landscaping and irrigation plan by the Director of Planning.

VARIANCE 5 Director Hightower summarized the request
GRADING APPLICATION #22 .for a variance for the encroachment of a
7449 Via Lorado single family residence into the required
Applicant: Wm. Hauf front and rear setbacks and for approval of
grading for the single family residence. The
proposal involves grading on slopes greater than 35%. A policy decision must be made
as to whether or not grading for a single family residence will be permitted on recorded
lots with slopes in excess of 35%. It is the opinion of the City Attorney that, based
on the wording of the General Plan and Development Code, there is authority for denial
of grading on slopes in excess of 35%.
Chairman Shaw declared the public hearing on Variance #5 opened.
Richard Lindy, architect for the project (210 Avenue "I", Redondo Beach), indicated the
topography of the lot dictated the placement and orientation of the house.
William Hauf, the applicant, indicated the,project will not obstruct views and has
been approved by the adjacent property owners; furthermore, special consideration
should be given to hillside lots in the computation of setbacks. The house is not
excessively large; the lot is approximately 75% open space.
It was suggested that perhaps access could be obtained from the "top" of the lot;
Mr. Lindy indicated the slopes would still be in excess of 35%.
It was suggested that, due to the policy setting nature of this application, the matter
be continued in order to allow an opportunity for further counsel from :the City Attorney.
On motion of Mr. Blue, seconded by Mrs. Trefts and carried, with Mr. Rosenberg dissenting,
the public hearing on Variance #5 was continued until the next regular mbeting.
RECESS A brief recess was called at 9:-28 p.m. The
meeting reconvened at 9:37 p.m.,
with the
same members present. '.
CONDITIONAL USE PERMIT #12 Director Hightower summarized the request
31290 P.V. Drive West for a conditional use permit for the addition
Applicant: St. Paul's of a portable classroom building, with the
Lutheran Church recommendation that the permit be granted
for a two year period, subject to the con-
ditions that the structure be removed prior to the expiration of the permit and that
landscaping be installed around the structure.
Chairman Shaw declared the public hearing on Conditional Use.Permit #12 open.
Bill Roberts, a member of the Church Council of St. Paul's (4802 Elkridge Drive),
represented the applicant, and presented the following information: (1) The structure
is 24' x 40'; (2) The conditions are acceptable to the applicant, except that land-
scaping would further reduce the parking area and, in a two year period, would have
no aesthetic value, unless mature plantings were required initially; (3) The Master
Plan of the church calls for a permanent classroom facility eventually; they are aware
the parking problems must be solved; they hope to arrive at an agreement with the
Golden Cove Shopping Center; (4) The entire site is presently being utilized.
Sonja Strenk, 30406 Via Rivera, spoke in favor of the application. There being no
further response to the call for testimony, the public hearing was declared closed.

It was moved by Mr. Blue, seconded by Mrs. Shaw that staff be directed to prepare a
resolution for the next regular meeting approving Conditional Use Permit #12, subject
to the conditions that the permit shall expire two years from the data*of approval;
that the portable structure shall be removed prior to expiration of the permit; and
that additional landscaping shall be installed around the structure, plans to be
approved by the Director of Planning.
With the approval of Mr. Blue and the second, the motion was amended to delete the con-
dition requiring additional landscaping.
The question was called for and was unanimously carried.
COMMITTEE REPORTS - Mr. Blue indicated the proposed schedule is

Control Ordinance o- tree control ordinance will be prepared by
mid-May. Staff was requested to forward a
copy of the schedule to the City Council.
COMMITTEE REPORTS - Mrs. Trefts indicated the sub -committee has

Height tives of the Rancho Palos Verdes Amateur
Radio Club. A draft of proposed revisions
to the Development Code sections on antenna heights has been prepared and will be sub-
mitted to the members of the radio club prior to submission to the Commission at the
next regular meeting.
SPECIFIC PLAN WORK SESSION It was agreed that the work session on the
Specific Plan be postponed to Wednesday,
April 21, at 7:30 p.m.
ANIMAL ADVISORY COMMITTEE It was agreed that the meeting with individuals
interested in serving on the Animal Advisory
Committee be held on April 29, and that potential committee members be provided with
copies of the guidelines prepared for the Animal Advisory Committee.
ADJOURNMENT At 10:30 p.m. it was moved, seconded and
carried to ad3ourn the meeting to Wednesday,
April 21, 1976 at 7:30 p.m. in the Palos Verdes Peninsula Unified School District
Building, 30942 Hawthorne Boulevard, for a work session on the Specific Plan.
