PC MINS 19760323 1111 1111 ( 3 ) MINUTES City of Rancho Palos Verdes Planning Commission March 23, 1976 The meeting was called to order at 7:40 p.m. in the Palos Verdes Peninsula Unified School District Building, 30942 Hawthorne Boulevard, by Chairman Shaw. PRESENT: Blue, McTaggart, Shaw, Trefts ABSENT: Rosenberg Also present was Director of Planning Sharon W. Hightower. MINUTES APPROVAL The following changes to March 9, 1976 were made: (1) Page 1, paragraph two under Grading Application #25: Change 6' to 5' . Paragraph 3, same item, change to: "Gerald Bronstein, 7102 Crest Road, a member of the Board of Directors of the Monte Verde Homeowners Association, requested that. . . ." (3) Under discussion of Grading Application #25, add "The retaining wall would be 5' ." On motion of Mrs. Trefts, seconded by Mr. Blue and unanimously carried, the minutes of March 9, 1976 were approved as corrected. On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried, the minutes of March 8, 1976 were approved as presented. GRADING APPLICATION #25 Mrs. Hightower indicated additional notices 6895 Crest Road of the meeting had been mailed to adjacent Applicant: R&L Harris Corp. property owners at City expense according to the request of the Commission. Gordon Phillips, 21515 Hawthorne Blvd. , attorney representing the applicant, indicated that the requirements of the Code have been met by the application, that the proposal would not scar the landscape, and that no views would be obstructed. Furthermore, letters from four adjacent property owners approving the proposal were submitted to the City. H. Stanley Hietala (2020 San Remo Drive, Laguna Beach) , also spoke in favor of the application. Dr. John Briggs, 6847 Crest Road, indicated he had no objection to the proposal, pro- viding there be no night play and no "tennis school" operation. On motion of Mr. Blue, seconded by Mr. McTaggart, and unanimously carried, Grading Application #25 was approved, subject to the condition that the driveway entrance be revised to avoid the removal of the pine tree in the public parkway, or that the land- scaping plan be revised to show the location of a similarly mature pine or its practical equivalent, as approved by the Director of Planning. VARIANCE #4/EA 255(G) Director Hightower summarized staff's 3027 Crest Road East analysis of the revised plan for a tennis Applicant: Carl Olson court, swimming pool, and gazebo. It was staff's recommendation that Variance #4 be denied and that grading application EA 255(G) be denied, based on violation of the grading criteria. Mrs. Shaw indicated that, inasmuch as she was not present for the public hearing on the Variance, she would abstain from discussion and voting on the matter. Mr. Noel Conway, attorney for Mr. Olson, spoke in favor of the application, citing exceptional circumstances which would require granting of a variance. James R. Davis, architect for the project, indicated the retaining walls would be 8' high, with plantings between the walls. On motion of Mr. McTaggart, seconded by Mr. Blue, and carried (with Mrs. Shaw abstain- ing) , Variance #4 was denied, based on the finding that no hardship exists. On motion of Mr. McTaggart, seconded by Mrs. Trefts and carried (with Mrs. Shaw abstain- ing), Grading Application EA 255(G) was denied. CHANGE IN AGENDA On motion of Mr. McTaggart, seconded by Mrs. Trefts and unanimously carried, the order of the agenda was changed for discussion of Items B and D to precede Items A and C. CONDITIONAL USE PERMIT #7 Director Hightower indicated the applicant was 5841 Crest Road requesting the maximum one year extension Applicant: General Telephone of their conditional use permit, and recom- mended approval of the request. Mr. Ralph Sigler, of General Telephone, indicated the extension was required because the equipment for which the addition was planned is not available. They hope to begin construction in September. On motion of Mr. Blue, seconded by Mr. McTaggart, and carried unanimously General Tele- phone Company was granted a one year extension for Conditional Use Permit V. GRADING APPLICATION #18 Director Hightower summarized the request 30832 Cartier for approval for grading for a driveway, Applicant: E. G. Abbadessa building pad, and recreation area. It was staff's recommendation that the request be denied, based on non-compliance with the grading criteria. E. G. Abbadessa indicated the following: (1) The plan proposes to grade on 9,820 sq. ft. not `.].3,019 sq. ft. as stated by staff, (2) If necessary, he would be willing to revise the plans. On motion of Mr. Blue, seconded by Mrs. Shaw, it was moved that Grading Application #18 be denied, based on non-compliance with the grading criteria A, D, and E, -as cited in the staff report of March 23. Motion defeated on the following roll call vote: AYES: Blue, Shaw NOES-- McTaggart, Trefts Several Commissioners expressed concern with alternatives which might require retain- ing walls in front of the house, rather than in the rear. On motion of Mr. Blue, seconded by Mr. McTaggart and unanimously carried, Grading Application #18 was tabled, to allow'the applicant time to explore alternatives. .RECESS with the same members present. GRADING APPLICATION #14 30555 Oceanaire Applicant: Carriage Development approved, subject to conditions. The applicant was not present. J At 9:20 p.m. a brief recess was called. The Commission reconvened at 9:30 p.m. Director Hightower summarized the request for approval of grading for two building pads for a house and garage. GRADING APPLICATION #24 6217 Via Subida Applicant: Kirk Gillett be denied, or the application be to reduce the amount of grading, The applicant was not present. Director Hightower summarized the request for approval of grading to create a level area for a swimming pool. It was staff's recommendation that the application either tabled to allow the applicant to revise the plans revise the wall, and prepare a landscaping plan. Following discussion, on motion of Mrs. Shaw, seconded by Mrs. Trefts and unanimously carried, Grading Application #24 was tabled to allow the applicant time to reconsider P.C. -2- 3/23/76 the proposal, with the recommendation that the amount of grading be reduced, and the visual impact of the wall (both in terms of length and height) be reduced. STAFF REPORT - Director Hightower indicated that a joint SPECIFIC PLAN work session of the Council and Commission had been tentatively changed from April 8 to April 15, with possibly another work session to follow the week of April 19. STAFF REPORT - Director Hightower indicated a preliminary GRADING staff analysis would be available in the next few days. COMMITTEE REPORT - It was the concensus of the Commission that ANIMAL ADVISORY COMMITTEE the report of the Sub-committee on Animal Advisory Committee procedures and selection be held for consideration at the next meeting, and that April 29 at 7:30 p.m. be tentatively set as a work session for interviewing potential Animal Advisory Com- mittee members. COMMITTEE REPORT Mrs. Trefts indicated the sub-committee will ANTENNA HEIGHTS present a report at the next meeting. COMMITTE REPORT Mr. McTaggart and Mr. Blue indicated they VIEW PRESERVATION would consider the schedule prepared by staff, and report back to the Commission on the feasibility of the schedule, so that a report may be sent back to the City Council re scheduling.
