PRESENT: Blue, McTaggart, Trefts ABSENT: Rosenberg, Shaw Also present was Director of Planning Sharon W. Hightower. RECESS Due to the importance of the City Council's organizational meeting being held con- currently, Mr. Blue recessed the meeting to allow Commissioners to attend the Council meeting. The meeting reconvened at 8:15 p.m. with the same members present. MINUTES APPROVAL GRADING APPLICATION #12 7131 Avenida Altisima Applicant: Harry Brown On motion of Mr. McTaggart, seconded by Mrs. Trefts and carried, minutes of February 24, 1976 were approved as presented. Director Hightower reviewed the request for grading approval for a single family residence, with the recommendation that the request be approved. Miklos Barabas, 806 Manhattan Beach Blvd., represented the applicant. On motion of Mrs. Trefts, seconded by Mr. Blue and carried, with Mr. McTaggart dissenting, Grading Application #12 was approved on the basis of substantial compliance with the grading criteria, with the condition that a landscaping plan be submitted to and approved by the Director of Planning. GRADING APPLICATION #25 6895 Crest Road Applicant: R & L Harris for a single family residence with tennis the application be approved. Director Hightower reviewed the application for revised plans for an application (Grading #7) partially denied by the Commission on 2/10/76 on the basis of excessive grading. The proposal called court. It was staff's recommendation that Bob Knox (19 Riata Place, Rolling Hills Estates), represented the applicant and s. * indicated the following: (1) the maximum retaining wall is'S391, not 9'. (2) the Palos Verdes Properties Art Jury approved the plans, but required the separation of the driveway approaches, which necessitated removal of a tree. speakl!"11 a!n oppesit-4eR to tbe 9r.9jest rte Gerald Bronstein, 7102 Crest Road, a member of the Board of Directors of the Monte Verde Homeowners Association, -Mr. -R skoin requested that the Monte Verde Arthitectural Committee be given an opportunity to review the plans in detail, since the plans are significantly different from anything currently built in Monte Verde. Director Hightower indicated the Monte Verde Homeowners Assn. has been notified that the plans had been received. Also present to speak in favor of,the application were John Chavanne, 28427 Hazelridge, and Stan Hietela, 2020 San Remo Drive, Laguna Beach. Mr. Hietela indicated that, as an urban planner; it was his opinion that the proposal would be compatible with the neighborhood and would enhance the area; furthermore, the retaining walls would be no higher than a normal yard fence. 7-Ae- re--Qmlr,3 WO// wow/d Le .6". Several Commissioners expressed concern that the Notice of Negative Declaration issued by the City did not fully describe the proposal, in that it did not specify that a tennis court was also to be constructed. On motion of Mr. McTaggart, seconded by Mrs. Trefts, and unanimously carried, amended notice will be sent to adjacent property owners specifying that a tennis court is proposed for the property (said notice to be sent at City expense) -and the application will be placed on the next Planning Commission agenda. VARIANCE #4/EA #255 (G) Public hearing was opened on Variance #4, 3027 Crest Road East with notice having been given. _ Applicant: Carl Olson Director Hightower reviewed the applications, recommending denial of the Variance and _ revision of the grading plan. Mr. Noel Conway, the applicant's attorney, presented revised plans which incorporated possible solutions to some of Mr. Perkovich's objections to the project, especially regarding aesthetics. Mr. Olson was also present. George Perkovich, 30615 Palos Verdes Drive East, adjacent to the proposed project, indicated he is interested in compromising on the height of fences and retaining walls. He had not had an opportunity to view the revised plans in any detail. There being no further response to the call for testimony, the hearing was declared closed. On motion of Mr. McTaggart, seconded by Mrs. Trefts and carried, Variance #4/EA #255 (G) was tabled in order to give staff time to review the revised plans. SIGN PERMIT #1 Director Hightower summarized the request Mira Verde Signs for approval of three existing on -premise Applicant: Dayton Realty promotional signs advertising Mira Verde. On motion of Mr. McTaggart, seconded by Mrs. Trefts and unanimously carried, the 7' x 10' sign at the southeast corner of Hawthorne and Ridgegate and the 5' x 8' sign on Ridgegate at Rzdgehaven be approved, subject to the conditions that: (1) the permits expire September 9, 1976 (six months duration); and (2) all Ether signs viewable from a public street (except the permanent corner wall signs) shall be removed within ten (10) days. This includes three signs, two nonconforming and one new sign on Hawthorne Boulevard, three directional signs on Ridgegate, and all flags. STAFF REPORT Director Hightower indicated that only three CONDITIONAL USE PERMIT #9 of the ten conditions have not been satis- Status Report fied yet to some degree, specifically conditions 4, 5, and 6 which require wind- - screens on courts 3 and 4; buffer planting in the two planter areas at the parking circle; and additional planting around the corner of court 3, with movement of that portion of fencing on court 3 nearest the property line. COMMITTEE REPORT The committee briefly reviewed a report Animal Advisory Committee submitted by the sub -committee on the Animal Advisory Committee, with the con- sensus that the matter be considered further at a later meeting. COMMITTEE REPORT Mrs. Trefts indicated the sub -committee Antenna Heights had met with Mr. Hughes and Mr. Von Hagen, but that no recommendation has yet been drafted.
