A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES FINDING THAT THE CITY'S UPDATED
2O12CAPITAL IMPROVEMENTS PLAN (CUP) |S CONSISTENT WITH
THE GOALS AND POLICIES OF THE RANCHO PALOS \yERQES
GENERAL PLAN.
WHEREAS, Sections 65103 & 65401 of the California Government Code require that the
Planning Commission review the City's Capital Improvements Program for its conformance with
the City's General Plan; and,
WHEREAS, on June 18, 2009, the City Council adopted the 2O88 Five-Year Capital
Improvement P|on, which represents the City's 5-year program for prospective capital
improvements for cnaating, maintaining, and funding present and future infrastructure
requirements. The C|Paddresses the City's needs relating tothe acquisition, axpaomion, and
rehabilitation oflong-lived facilities and infrastructure; and.
VVHEREA8, since adoption ofthe 20O9 Five-Year Capital Improvement P|am, additional
needs were identified and additional projects vvereinm|udadimthe2U1Oumdate tothe Five-year
Capital Improvement Plan, which was determined to be consistent with the goals and policies of
the City's General Plan by the Planning Commission on May 11. 2010 and subsequently
approved bvthe City Council unMay 22, 2O1B; and,
VVHEFlEAS, since adoption of the 2010 Five-Year Capital Improvement P|an, additional
needs were identified and additional projects vvereimo|udedimthn2011 update tothe Five-Year
Capital Improvement Plan, which was determined to be consistent with the goals and policies of
the City's General Plan by the Planning Commission on May 24, 2011 and subsequently
approved bvthe City Council mnJune 7, 2011* and,
WHEREAS, since the 2011 update of the CIP, additional needs have been identified and
additional projects hmvmbowninn|udndinthn2O12updatetmtheFlve-YearCop|ta| |nnprovemoen1
P|an'. and,
WHEREAS, the P|mnolmg Commission conducted o hearing on June 12, 2012 for
consideration of General Plan Consistency finding to determine its conformity with the City's
General Plan, and etwhich time all interested parties were given anopportunity tobeheard and
present evidence, and adecision was rendered wnthat 8@med@28.
NOW, THEREFC}F(E, THE PLANNING C{)MW1|SO|(}N OF THE CITY OF RANCHO
PALQSVER[}ES DOES HEREBY FIND, DETERMINE AND RESOLVE A8FOLLOWS:
Section 1: The City's C|p continues to be consistent with the applicable goals and
policies of the Rancho Palos Verdes General Plan, and believes that the additional projects
identified also further the goals and p0Moioo of the City's [5mmena| Plan with regards to the goals
and objectives of the General Plan Natural Environment, Socio/Cultural, Urban Environment,
Infrastructure, Safety, Land Use, and Fiscal Elements.
Section 2: The 2012 Capital Improvements Plan (C|P) onnfnnme to the City's
General Plan.
Section 3: Any interested person aggrieved by this decision or by any portion of this
decision may appeal to the City Council. Pursuant to Section 17.80.070 of the Rancho Palos
Verdes Municipal Code, any such appeal must be filed with the City, in writing, setting forth the
grounds of the appeal and any specific actions requested by the appellant, and accompanied by
the appropriate appeal fee, no later than fifteen (15) days following June 12, 2012, the date of
the Planning Commission's final action.
Section 4: For the foregoing reasons and based on the information and findings
included in the Staff Report, Minutes and all other records of the proceedings, which are
attached hereto and made a part thereof by reference, the Planning Commission hereby finds
that the City's updated 2012 Five-Year Capital Improvement Plan (CIP) is consistent with the
goals and policies of the Rancho Palos Verdes General Plan.
