A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOSVERDES FINDING THAT THE CITY'S ACQUISITION
OF AN IMPROVED 0.08-ACRE OF LOS ANGELES COUNTY OWNED
LOS VERDES GOLF COURSE TO RETAIN LEGAL ,ACCESS RIGHTS
TO CITY OWNEDROBERT E. RYAN PARK, LOCATED AT 30359
HAWTHORNE BLVD., IS CONSISTENT WITH THE GOALS AND
POLICIES F THE RANCHO PALOSVERDES E ERAL PLAN.
WHEREAS, the City Manager's office advised Planning staff that the necessary
documents are being prepared to acquire the subject property; and
WHEREAS, Section 65402(a) of the California Government Code requires that no real
property shall be acquired by dedication or otherwise for street, square, park or other public
purposes, if the adopted general plan or part thereof applies thereto, until the location, purpose
and extent of such acquisition have been submitted to and reported upon by the planning
agency as to conformity with said adopted general plan or part thereof; and,
WHEREAS, the City Manager's request on August 10, 2009, initiated a General Plan
Consistency Finding for the acquisition of the 0.08-acre portion of Los Verdes Golf Course
abutting Hawthorne Boulevard; and,
WHEREAS, pursuant to the provisions of the California Environmental Quality Act,
Public Resources Code Sections 21000 et. seq. ("CEQA"), the State's CEQA Guidelines,
California Code of Regulations, Title 14, Section 15000 et. seq., the City's Local CEQA
Guidelines, and Government Code Section 65962.5(f) (Hazardous Waste and Substances
Statement), the Planning Commission found no evidence that the Conditional Use Permit and
Coastal Permit will have a significant effect on the environment and, therefore, the proposed
project has been found to be categorically exempt under Class 16 (Section 15316); and,
WHEREAS, the Planning Commission held a public hearing on August 25, 2009, within
forty (40) days of the date the request was initiated by the City of Rancho Palos Verdes, at
which time all interested parties were given an opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the location of the property acquisition is consistent with the Rancho
Palos Verdes General Plan. The subject property is a portion of Los Verdes Golf Course,
abutting Hawthorne Boulevard. The property is improved with a driveway constructed and
maintained by the City, and it provides access to Robert E. Ryan Park. This parcel serves as
an access to a public park and does not create any conflicts with the Recreational (OR) zoning
district regulations.
Section 2. That the purpose of the property acquisition if consistent with the Rancho
Palos Verdes General Plan. The primary purpose of the property acquisition is to provide
continuous public access to Robert E. Ryan Community Park. It should be noted that the
subject property is already improved with a driveway that was constructed and maintained by
the City, providing public access to Robert E. Ryan Park. Although the property was originally
intended to be used as an alternative entrance to Los Verdes Golf Course, the entrance was

never constructed. In addition, the acquisition of this parcel is consistent with Recreation
Activity Policies in the City's General Plan for public access purposes.
Section 3: That the extent of the property acquisition is consistent with the Rancho
Palos Verdes General Plan. The subject property is an improved 0.08-acre (±3,551ft2) portion
of Los Angeles County owned Los Verdes Golf Course. The acquisition of this property would
retain legal access rights to the City owned Robert E. Ryan Community Park and reflects City's
efforts to maintain and improve public access to public recreational land.
Section 4: Any interested person aggrieved by this decision or any portion of this
decision may appeal to the City Council. The appeal shall set forth the grounds for appeal and
any specific action being requested by the appellant. Any appeal letter must be filed within
fifteen (15) calendar days of the date of this decision, or by 5:30 PM on Wednesday, September
9, 2009. An appeal fee must accompany any appeal letter. If no appeal is filed timely, the
Planning Commission's decision will be final at 5:30 PM on September 9, 2009.
Section 5; For the foregoing reasons and based on the information and findings
included in the Staff Report, Minutes and other records of proceedings, the Planning
Commission of the City of Rancho Palos Verdes finds that the City's acquisition of an improved
0.08-acre parcel abutting Hawthorne Boulevard for public access purposes, located at 30359
Hawthorne Boulevard (Robert E. Ryan Community Park), is consistent with the goals and
policies of the Rancho Palos Verdes General Plan.
