182 REVISION "D" AND SIGN PERMIT NO. 720 REVISION LLC" TO ALLOW
REMOVAL OF MISCELLANEOUS SIGNAGE AND ALLOW THE
REPLACEMENT OF SIGNAGE ON THE FUEL DISPENSERS UNDER THE
CANOPY FOR IC STATION LOCATED T THE 28103 HAWTHORNE
BOULEVARD.
WHEREAS, on June 16, 2005, Sign Development Inc., representing Valero and
property owner Michael Shapiro, submitted a conditional use permit application for
revision "C" to Sign Permit No. 720 to allow: 1) New signage along the four sides of the
canopy's roof; 2) Painting the existing fascia on the service station/convenience store
building with Valero's teal color; 3) Painting the existing columns and canopy with
Valero's; 4) Remove and dispose Mobil cabinet signs on the service
station/convenience store building; 5) Remove and dispose the existing ad frame along
Hawthorne Boulevard; 6) Remove and dispose the existing ad frame and price signs
adjacent to the gas dispensers that are under the existing canopy; and 7) Remove the
existing overhead logo signs attached to the top of the fuel dispensers, and replace with
Valero's overhead logo signs. No increase in the height of the fuel dispensers is
proposed.
WHEREAS, on July 15, 2005 the application was deemed incomplete pending
the submittal of additional information; and,
WHEREAS, after the submittal of additional information, Staff deemed the
application generally complete for processing on August 22, 2005; and,
WHEREAS, , pursuant to the provisions of the California Environmental Quality
Act, Public Resources Code Sections 21000 et. seq. ("CEQA"), the State's CEQA
Guidelines, California Code of Regulation, Title 14, Section 15000 et. seq., the City's
Local CEQA Guidelines, and Government Code Section 65962.5(f) (Hazardous Waste
and Substances Statement), Staff found no evidence that Case No. ZON2005-00146
would have a significant effect on the environment and, therefore, the proposed project
.has been found to be categorically exempt under Class 1 (Existing Facilities) since the
project involves an addition to an existing residence; and,
WHEREAS, after notice issued pursuant to the requirements of the
Rancho Palos Verdes Development Code, the Planning Commission held a duly
noticed public hearing on September 13, 2005, at which time all interested parties were
given an opportunity to be heard and present evidence.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS
FOLLOWS:
Section 1: The new color scheme for the building and canopy, and the new
parapet wall signage along the roof perimeter of the canopy are not consistent with the
purpose of the sign permit section of the Development Code, which states "...signs
must be harmonious with the building, the neighborhood and other signs in the area".
The general development of the site, the area and the intersection provide for a more
residential appearance, as evidenced by the service/convenience store building
containing tile roofing with smooth stucco and an earth tone color scheme. Further, the
commercial development at the northwest corner (7-11 building), the residences at the
intersection and in the general area all contain similar features of the roofs and earth
tone color schemes, which keep with the residential appearance.
Section 2: The new fascia color scheme on the building and canopy, and the
parapet signage on the canopy deviate from the residential appearance and is not
harmonious with the neighborhood. The existing mansard roof with tile, which Staff
believes creates a more residential appearance that is harmonious with the area, will no
longer be visible and the resulting canopy will appear commercial in nature. Therefore,
the new signage and color scheme will be detrimental to the public, will not be
consistent with the purpose of the sign ordinance, and will affect the visual character of
the adjacent residential district.
Section 3: The new color scheme for the building and canopy, and the new
parapet wall,signage along the roof perimeter of the canopy are not necessary for the
applicant to continue enjoyment of substantial trade and property rights, especially since
the Mobil station operated with no signage on the canopy and kept the residential
appearance of the site. Further, the general site is already permitted to have signage to
advertise itself as a Valero station. Furthermore, new color scheme for the building and
canopy, and the new parapet wall signage along the roof perimeter of the canopy will
result in an over abundance of signs at the subject site. Lastly, since teal and yellow
are a color scheme of the Valero company, the new color for the canopy and building
augments the appearance of a commercial building and deviates from the earth tone
color scheme that is prevalent in the surrounding residential area.
Section 4. The following modifications are approved under this permit: 1)
remove and dispose Mobil cabinet signs on the service station/convenience store
building; 2) Remove and dispose the existing ad frame along Hawthorne Boulevard; 3)
Remove and dispose the existing ad frame and price signs adjacent to the gas
dispensers that are under the existing canopy; and 4) Remove the existing overhead
logo signs attached to the top of the fuel dispensers, and replace with Valero's
overhead logo signs. No increase in the height of the fuel dispensers is approved.
Section 5: Any interested person may appeal this decision or any portion of
this decision to the City Council. Pursuant to Section 17.02.040(C)(1)(j) of the Rancho
PC Resolution No. 2005-41
Palos Verdes Municipal Code, any such appeal must be filed with the City, in writing,
and with the appropriate appeal fee, no later than fifteen (15) days following the date of
the Planning Commission's final action.
Section 6: For the foregoing reasons based on the information and findings
included in the Staff Report, Minutes and other record of proceeding, the Planning
Commission of the City of Rancho Palos Verdes hereby approves Conditional Use
Permit No. 182 Revision "D" and Sign Permit No. 720 Revision "C" to allow: 1) Remove
and dispose Mobil cabinet signs on the service station/convenience store building; 2)
Remove and dispose the existing ad frame along Hawthorne Boulevard; 3) Remove and
dispose the existing ad frame and price signs adjacent to the gas dispensers that are
under the existing canopy; and 4) Remove the existing overhead logo signs attached to
the top of the fuel dispensers, and replace with Valero's overhead logo signs. No
increase in the height of the fuel dispensers is approved. The approval is subject to the
conditions contained in Exhibit "A", attached hereto and made a part hereof, which are
necessary to protect the public health, safety and welfare in the area.

1. Except as otherwise noted below, all signs and sign copy shall conform substantially to
the plans submitted to the City on September 24, 1994, and subsequently presented to
the Planning Commission on July 25, 2000, and September 13, 2005, and shall be
installed so as not to impair traffic, visibility, or pedestrian access. The following
conditions shall apply to the site as amended by the Planning Commission on
September 13, 2005 (deleted language in stFikethFou , added language in italics):
a) One (1) six foot maximum height monument sign at the southeastern
corner of the property, at the intersection of Hawthorne Boulevard and
Granvia Altamira.

c) One (1) Mob4--Ma# service station identification sign located on the
southern side of the building, facing Hawthorne Boulevard shall be
permitted.
d) One freestanding (1) legal price sign located at the southwestern corner of
the lot is permitted and may be used as an advertisement sign. However,
if the applicant provides full-service gasoline sales, then the sign must be
used solely as a legal price sign.

shall be affixed to the structure's fagade.

i) Four (4) advertisement signs on the fuel dispensers.

j) Temporary window signs located on the convenience store not to exceed
10% of the total area of the window, excluding lottery signs (maximum:
32.5 sq.ft.). Further, the same temporary signs shall not be displayed for
a period of more than thirty (30) days.
k) Permanent window signs located on the convenience store not to exceed
5% of the total area of the window, excluding lottery signs (maximum:
16.25 sq.ft.).
1) No service center sign or flags are permitted with this approval

gas dispensers that are under the existing canopy.
n) No new signage is approved along the four sides of the canopy's roof.
o) The service station/convenience store building, including the fascia, shall
not be painted with Valero's color scheme. If the service
station/convenience store building, including the fascia, is painted in the
future, the color scheme shall be reviewed and approved by the Director
of Planning, Building and Code Enforcement prior to painting.
p) The existing columns and canopy shall not be painted with Valero's color
scheme. If the columns and canopy are painted in the future, the color
scheme shag be reviewed and approved by the Director of Planning,
Building and Code Enforcement prior to painting.
