PLANNING COMMISSION MINUTES
REGULAR MEETING
APRIL 23, 2013
CALL TO ORDER
The meeting was called to order by Vice Chairman Leon at 7:02 p.m. at the Fred Hesse
Community Room, 29301 Hawthorne Boulevard.
FLAG SALUTE
Commissioner Gerstner led the assembly in the Pledge of Allegiance.
ATTENDANCE
Present: Commissioners Gerstner, Lewis, Nelson, and Vice Chairman Leon.
Absent: Commissioners Tetreault, Tomblin, and Chairman Emenhiser were
excused.
Also present were Community Development Director Rojas and Deputy Director Pfost.
APPROVAL OF AGENDA
The agenda was unanimously approved as presented.
COMMUNICATIONS
Director Rojas distributed one item of late correspondence related to agenda item No. 1,
the latest newsletter from the South Bay Cities Council of Governments, and a flyer on
the City's upcoming 40th anniversary celebration.

PUBLIC HEARINGS
1. General Plan updates — Review proposed changes to the Land Use Ma
regarding the location of the Hillside Hazard Land Use bounder
Deputy Director Pfost presented the staff report, stating at the February 26th meeting the
Planning Commission directed staff to move forward with option No. 3a regarding the
Hazard/Hillside issue. He explained this option changes the name from the Hazard
designation to a Hillside designation in the General Plan and to adjust the Hazard
boundary line only on those properties where the City Geologist approved a reduction in
the Hazard Lane Use designation. He noted that the Planning Commission has
approved the change for the 79 properties previously brought before them, and on
tonight's agenda are the remaining 274 properties. He stated that staff received one
letter of correspondence in favor of the recommendation, which is attached to the staff
report, and one item of late correspondence recommending a change to one of the
properties. He noted the City Geologist has reviewed the recommendation and is in
support of the change. He displayed an aerial showing the properties that are affected.
Commissioner Lewis asked if a Commissioner lives within 500 feet of one of these
properties, does he have to recuse himself or can the Commissioner vote on the
subject.
Director Rojas explained that when a city-wide issue such as this is before the
Commission the Commissioner does not have to recuse himself if he lives within 500
feet of one of the properties affected
Vice Chairman Leon opened the public hearing, and there being no public speakers,
closed the public hearing.
Commissioner Nelson moved to approve staff's recommendation to adjust he
open space hillside boundaries as recommended by the City Geologist, seconded
by Commissioner Lewis.
Commissioner Gerstner explained that he will be voting against the motion for the
reasons stated at previous meetings, and not because he didn't think these properties
shouldn't have these areas taken off of them. He didn't think the City is reaching as far
as it should be reaching in this effort.
The motion was approved, (3-1) with Commissioner Gerstner dissenting.
APPROVAL OF MINUTES
2. Minutes of April 9, 2013
Commissioner Lewis moved to approve the minutes as presented, seconded by
Commissioner Gerstner. Approved without objection.

3. Pre-Agenda for the meeting on May 14 2013
The Commission reviewed and approved the pre-agenda.
