CC MINS 20140930 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING SEPTEMBER 30, 2014 The meeting was called to order at 7:27 P.M. by Mayor Duhovic at Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Councilwoman Brooks participated via teleconference, as listed on the agenda, from 1223 Three Crabs Road, Sequim, WA 98382. City Council roll call was answered as follows: PRESENT: Brooks*, Campbell, Knight, Misetich and Mayor Duhovic ABSENT: None *Councilwoman Brooks participated via teleconference. Also present were Carolynn Petru, Acting City Manager; Carol Lynch, City Attorney; Dennis McLean, Director of Finance; Joel Rojas, Community Development Director; Michael Throne, Director of Public Works; Nicole Jules, Deputy Director of Public Works; Sean Robinson, Human Resources Manager; and, Carla Morreale, City Clerk. FLAG SALUTE: The Flag Salute was led by three young members of the audience. CEREMONIAL: Mayor Duhovic thanked Willie Wang and Joe Locascio for their service on the Finance Advisory Committee and Traffic Safety Commission, respectively, and presented them with commemorative City tiles in recognition of their years of service. Mayor Duhovic recognized Rancho Palos Verdes resident Don Vannorsdall, a retired WWII Navy Veteran, for his service and heroic efforts during the war. He was presented a Certificate of Recognition honoring him for his courageous service to the United States of America. MAYOR'S ANNOUNCEMENTS: None. CITY MANAGER REPORT: Acting City Manager Petru provided the following announcements regarding events to be held at Hesse Park: 1) Free Amateur Radio Classes, sponsored by the Palos Verdes Amateur Radio Club, to be held on November 1, 2014 or November 8, 2014 with Federal Communications Commission amateur radio license testing on November 15, 2014; and, 2) Low cost pet vaccination and microchip clinic on October 12, 2014. NEW BUSINESS: APPROVAL OF CONSENT CALENDAR: Mayor Duhovic moved, seconded by Mayor Pro Tem Knight, to approve the Consent Calendar, at presented. The motion passed on the following roll call vote: AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic NOES: None ABSENT: None Motion to Waive Full Reading Adopted a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. Approval of Minutes Approved the Minutes of the August 19, 2014 Regular Meeting; September 16, 2014 Adjourned Regular Meeting (Interviews); and September 16, 2014 Regular Meeting. City Council Minutes September 30, 2014 Page 2 of 6 Purchase Orders for Enhanced Building Security Measures 1) Authorized the Acting City Manager to approve a purchase order to Bay Alarm Company in the amount of$50,000, for installation of enhanced security features at City facilities and ongoing monitoring at these locations; and, 2) Authorized the Acting City Manager to approve a purchase order to Aames Lock & Safe Company in the amount of $10,000 to install building security equipment in conjunction with the work by Bay Alarm Company. PUBLIC HEARING: General Plan Amendment, Zone Change, and Certification of a Mitigated Negative Declaration (Case No. ZON2014-00143) for Property Located at 10 Chaparral Lane [Continued from September 2, 2014] City Clerk Morreale reported that this public hearing was continued from September 2, 2014, late correspondence was distributed prior to the meeting, and there were no requests to speak on this item. Mayor Pro Tem Knight suggested waiving the staff report based on the staff recommendation to continue the public hearing. Mayor Duhovic moved, seconded by Mayor Pro Tem Knight, to continue the public hearing to an unspecified date with the issuance of a new public hearing notice to allow the applicant sufficient time to address the geotechnical issues related to the proposed project. The motion passed on the following roll call vote: AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic NOES: None ABSENT: None REGULAR BUSINESS: Street Tree Maintenance Practices—Community Involvement Update Report (Supports 2014 City Council Goal — Public Infrastructure) City Clerk Morreale reported that there were no requests to speak regarding this item. Deputy Director of Public Works Jules provided an update report and PowerPoint presentation regarding the City's street tree (on public and private property) maintenance practices and a community meeting held on September 10, 2014, which City Council Minutes September 30, 2014 Page 3 of 6 resulted in the compilation of common ground items that the group opined would improve the City's street tree maintenance practices and process. She outlined the proposed next steps in the process and projected timeline. Discussion ensued among Council Members and staff. Councilwoman Brooks moved, seconded by Councilman Misetich, to receive and file the update regarding street tree maintenance practices. The motion passed on the following roll call vote: AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic NOES: None ABSENT: None Employee and Council Member Health Insurance Premiums for 2015 Human Resources Manager Robinson provided a staff report regarding this item. Discussion ensued among Council Members and staff. Mayor Pro Tem Knight suggested that the staff recommendation to distribute the Health Savings Account (HSA) funding semi-annually in January and April, in accordance with the Memorandum of Understanding, be commemorated in the resolution. City Attorney Lynch read the change into the record, inserting a new Section 6, with Section 6 and 7 renumbered 7 and 8, respectively, to state the following: "The HSA will be funded semi-annually in accordance with the Memorandum of Understanding." Mayor Pro Tem Knight moved, seconded by Mayor Duhovic, to approve the staff recommendation to: ADOPT RESOLUTION NO. 2014-63, AS AMENDED, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING THE CITY'S MAXIMUM MONTHLY CONTRIBUTION AMOUNTS FOR EMPLOYEE AND CITY COUNCIL HEALTH INSURANCE PREMIUMS FOR CALENDAR YEAR 2015. The motion passed on the following roll call vote: AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic NOES: None ABSENT: None Classification and Compensation Study Update City Council Minutes September 30, 2014 Page 4 of 6 City Clerk Morreale reported that late correspondence was distributed prior to the meeting regarding this item and there were no requests to speak. Human Resources Manager Robinson provided a brief overview regarding this item. Georg Kramer, Chief Executive Officer, Koff and Associates, provided a brief report regarding the progress on the Classification Study, noting that he and his colleague, Richard Dukellis, have been conducting interviews of staff members. He provided an overview of the Compensation Study process, necessary survey elements for that Study, including the quantitative factors and qualitative analysis used in the selection of comparator agencies, and the scope of work for the project. Discussion ensued among Council Members, Mr. Kramer and staff. Councilman Campbell stated that he would like additional time to review the materials and allow for public input regarding this item. Mayor Duhovic moved, seconded by Councilman Campbell, to: 1) Receive and file an update on the Classification and Compensation Study; 2) Provide input to the consultant regarding comparator agencies for inclusion in the Compensation Study; and, 3) Direct staff to return with an item on the October 21, 2014 Council meeting. The motion passed on the following roll call vote: AYES: Brooks, Campbell, Knight, Misetich and Mayor Duhovic NOES: None ABSENT: None FUTURE AGENDA ITEMS: The following items were raised by Council Members as future agenda items: Rancho Palos Verdes minimum wage policy (Campbell) Review of recent policy (City Council Policy No. 47 and/or 48) regarding Review of Certain Records and Communications by Council Members (Campbell) CITY COUNCIL ORAL REPORTS: Councilman Campbell and Councilman Misetich stated that they would submit their City Council Oral Reports in writing. Councilwoman Brooks indicated that she had nothing to report. City Council Minutes September 30, 2014 Page 5 of 6 Mayor Pro Tern Knight and Mayor Duhovic reported on their attendance at various organization and association meetings since the last City Council Oral Reports were provided on September 16, 2014. RECESS TO CLOSED SESSION: At 9:16 P.M., Mayor Duhovic recessed the meeting to Closed Session. City Attorney Lynch reported that the Council would be meeting in Closed Session to discuss the three items listed on the Closed Session Agenda Checklist. RECONVENE TO OPEN SESSION: At 11:18 P.M., Mayor Duhovic reconvened the meeting to Regular Session. CLOSED SESSION REPORT: City Attorney Lynch reported on the following Closed Session items: 1) With respect to the potential litigation against the City based on a letter to the City of Rancho Palos Verdes Planning Commission dated August 6, 2014, from Ellen Berkowitz of Gresham, Savage, Nolan & Tilden, a report was provided and unanimous direction given to the City Attorney; 2) With respect to the potential initiation of litigation against Green Hills Memorial Park, a report was provided and no action taken; and, 3) With respect to the existing litigation in the Sharon Yarber et al v. City of Rancho Palos Verdes, a report was provided and direction given to special counsel, with all Council Members present for Closed Session and Councilwoman Brooks participating via teleconference. ADJOURNMENT: At 11:20 P.M., Mayor Duhovic adjourned the meeting to an Adjourned Regular Meeting to be held on Tuesday, October 7, 2014 at 6:00 P.M. at Fred Hesse Community Park to conclude the interviews of applicants for the Infrastructure Management Advisory Committee.
