D. Notice of Completion for the Blackhorse Road Community Development Block

1) Accept the work as complete; 2) Authorize the City Clerk to
file a Notice of Completion with the Los Angeles County Registrar-Recorder Office
and if no claims are filed within 35 days after recordation, and upon the contractor
posting an acceptable warranty bond, notice the surety company to exonerate the

Performance bond; and, 3) Authorize the Director of Public Works to release the 5%
retention payment in the amount of $5,286.25 to Victor Concrete 35 days after
recordation of the Notice of Completion by the Los Angeles County Recorder

acceptable warranty bond.
E. Request for Authorization for Staff to Prepare the Environmental Document for a
Habitat Conservation Fund Grant Application by the Palos Verdes Peninsula Land
Conservancy for the George F. Canyon Tax-Defaulted Property Acquisition
(Assessor’s Parcel No. 7568-006-008) (Fox)
Recommendation:
Authorize Staff to prepare the required environmental
document for the Palos Verdes Peninsula Land Conservancy’s grant application.
F. Coastal Specific Plan Corridors Element – Adoption of City Council Policy for
Identifying a Viewing Station (Mihranian)
Recommendation:
ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING
CITY COUNCIL POLICY NO. 49 THEREBY INSTITUTING A POLICY FOR
IDENTIFYING THE VIEWING STATION DESCRIBED IN THE CITY’S COASTAL
SPECIFIC PLAN CORRIDORS ELEMENT FOR PURPOSES OF DETERMINING
THE VISUAL IMPACT OF DEVELOPMENT PROJECTS FROM THE PUBLIC
RIGHT-OF-WAY THAT ARE NOT LOCATED WITHIN A DEFINED VISUAL
CORRIDOR.
G. Purchase of Photocopiers for Administration and Community Development

Recommendation:
Authorize the purchase of two (2) Canon ImageRunner
Advance C7270 copier/printer/scanners in the amount of $41,884.34 and enter into
a per copy, supplies inclusive maintenance agreement estimated to cost $10,320
annually.
H. Upgrade of the Geographic Information System, Spatial Imagery and Viewer
(Supports 2014 City Council Goal - Government Efficiency, Accountability,
Fiscal Control, Transparency and Oversight)

Recommendation:
1) Approve the purchase of ESRI Geographic Information
System (GIS) ArcGIS software, Geocortex Essentials GIS Viewer, and installation
and configuration services; and, 2) Authorize the Mayor to sign the Los Angeles
Regional Imagery Acquisition Consortium 4 (LARIAC4) agreement for Aerial
Imagery; in the total amount of $124,264 for migration and upgrade of the GIS
system to facilitate the upcoming Information Technology Services RFP Solicitation.
I. Award Contracts to All Area Services, Inc. and Multi W Systems, Inc. for Grinder
Pump Maintenance (Dragoo)
Recommendation:
1) Award contracts to All Area Services, Inc. and Multi W
Services, Inc. for services associated with maintaining and replacing the low
pressure grinder pumps in the Abalone Cove Sewer System; 2) Authorize the
City Council Agenda

Mayor to execute the contracts listed in recommendation 1 above; and, 3) Authorize
the expenditure of budgeted funds up to $30,000 for each contract listed in

an amount not-to-exceed $170,000; and, 2) Authorize the Mayor and City Clerk to
execute the Third Amendment with Nationwide Environmental Services Div. of Joe’s
Sweeping, Inc. for street sweeping services for FY 14-15.
