Approve the Minutes of the April 15, 2014 Regular Meeting.
REGULAR BUSINESS:
1. City Manager Recruitment Process, Characteristics and Responsibilities (Robinson)

Recommendation:
1) Discuss the City Manager recruitment process including the
desired level of public involvement in the process; 2) Discuss the duties and
responsibilities of the City Manager and the legal framework of the applicable
sections of the Municipal Code; and, 3) Discuss the qualifications, characteristics,
and qualities desirable in the City Manager candidates.

2. July 4 Celebration Contract Approval (Linder/Trautner)

Recommendation:
Approve the agreement with Bell Event Services to continue to

produce the City’s annual July 4 Independence Day Celebration special events for
a period of five (5) years (May 14, 2014 to October 22, 2018).
3. Infrastructure Management Plan and Report Card Background Data and

Recommendation:
1) Authorize a request for proposals from qualified firms to
develop an Infrastructure Management Plan; 2) Direct Staff to include an allocation
of $175,000 in the draft FY2014/15 budget for the preparation of an Infrastructure
Management Plan; 3) Direct the Finance Advisory Committee to review the fiscal
impact of the Infrastructure Management Plan; and, 4) Receive and file the 2013
infrastructure report card.
4. Award Professional Services Agreement – Sanitary Sewer Design Services for

Recommendation:
1) Award a contract for professional services to Harris and
Associates, in an amount not to exceed $196,190 and authorize a project
contingency of up to $25,300 to perform video inspections, cleaning and pothole if
necessary; and, 2) Authorize the Mayor and City Clerk to execute an agreement
with Harris and Associates.
5. Classification/Compensation Study – Request for Proposals (Robinson)
(15 mins)
Recommendation:
1) Authorize Staff to release the proposed Request for
Proposals (RFP) for a classification and total compensation, including benefits,
study for all full-time and part-time personnel; and, 2) Direct Staff to include $95,000
in the draft FY14-15 budget for the study.
