from qualified firms to prepare an infrastructure management plan.

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a threat of litigation
received by Community Development Director Joel Rojas on July 27, 2013, regarding the
mausoleum recently constructed at Green Hills Memorial Park. A copy of an email from
Mr. Rojas memorializing the threat of litigation is on file in the City Clerk’s office.

The City Council is meeting to decide whether to initiate litigation to enforce the provisions
of the Municipal Code.
