CC MINS 20131005 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/CITY COUNCIL WORKSHOP SATURDAY, OCTOBER 5, 2013 The meeting was called to order at 9:14 A.M. by Mayor Brooks at Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Campbell, Duhovic, Knight, Misetich, and Mayor Brooks ABSENT: None Also present were: Carolyn Lehr, City Manager and Carolynn Petru, Deputy City Manager. Also present were the following: Norman Lefmann, Assistant Executive Officer, California Joint Powers Insurance Authority (CJPIA); Robert May, Risk Management Program Manager, CJPIA; Melaina Francis, Regional Risk Manager, CJPIA; and, City Council Candidate Ken Dyda. FLAG SALUTE: The Flag Salute was led by Mayor Brooks. APPROVAL OF AGENDA: Councilman Misetich moved, seconded by Mayor Pro Tem Duhovic, to approve the Agenda. Without objection, Mayor Brooks so ordered. PUBLIC COMMENTS: (Audience Comments regarding Items Not on the Agenda) None. NEW BUSINESS: REGULAR BUSINESS: City Council Minutes Adjourned Regular Meeting/ City Council Workshop October 5, 2013 Page 1 of 3 Governance Training required and provided by California Joint Powers Insurance Authority Mr. May introduced staff members present from the California Joint Powers Insurance Authority (CJPIA). He provided an overview of the Leadership Training Agenda and the training topics to be covered in the interactive style workshop. Mr. Lefmann provided brief background information regarding the formation of the CJPIA as a risk sharing pool for over 30 agencies and the eventual transition to a Risk Management Team. He explained the importance of training to prevent risk and provided highlights of the Healthy Member Protocol to promote good governance. Mr. May identified the training topics to be covered as the following: 1) Council Roles and Responsibilities; 2) Council-Manager Roles and Responsibilities; 3) Setting Policy; 4) Council Culture and Effective Governance; 5) Decision Making; and, 6) Effective Governance. Council Members participated in the interactive process of the workshop as well as individual exercises and small group sessions. After individual exercises and small group sessions, Council Members reported back to the group to discuss their responses. With the assistance of CJPIA staff, Council Members collectively developed a consensus regarding the different topics and discussed tools and strategies for more collaborative and effective governance. Discussion among Council Members, City Manager and Mr. May resulted in Council agreement on the following: 1) Development of a policy to govern the individual Council Members' use of the City Attorney, with the CJPIA staff to provide samples of best practice policies for this purpose; and, 2) Development or update of the City's Mission statement, Vision statement, Core Values, and Strategic Goals. Facilitator May emphasized the practice that Council Members direct their questions and requests for information through the City Manager regarding City operational matters. Mr. May added that concerns regarding conflicts of interests should be directed to the City Attorney. Discussion among Council Members, City Manager and Mr. May continued and resulted in the following additional consensus between the Council Members and the City Manager: 1) Information, including presentation materials, provided to one Council Member should be shared with all Council Members; 2) Council Members should check their facts for accuracy with staff when preparing newsletters or presentation materials; 3) Concerns regarding inaccurate or misleading statements by one Council Member should be addressed in a direct conversation with that Council Member; and, City Council Minutes Adjourned Regular Meeting/ City Council Workshop October 5, 2013 Page 2 of 3 4) A Council Member wishing to make a factual correction or clarification regarding a misstatement can do so during an open and public Council meeting. By acclamation, the Council received and filed the information provided in this training workshop. ADJOURNMENT: At 4:54 P.M., Mayor Brooks adjourned the meeting.
