The primary purpose of the Study Session is to provide an opportunity for the Council
members to interact freely and informally, ask questions and discuss policy items that are
listed on the agenda for that specific Study Session. The City Council will also provide
direction to Staff regarding upcoming agenda items and tentative agendas, including
prioritization of agenda items that are listed on the agenda for that specific study session.
No action shall be taken during any Study Session unless the agenda so provides.

Recommendation:
1) As provided in the Council Rules of Procedure (Study
Session 3.6), take action this evening to: A) Approve the renaming of the Fred
Hesse, Jr. Community Park Multi-Purpose Room the John McTaggart Memorial

Hall and Council Chambers; B) Denote the new name with a tasteful placard at
the entrance to the chambers; and, C) Ensure that if and when the Council
Chambers are ever relocated, said Chambers will continue to be named in honor of
Mr. McTaggart; or 2) Alternatively, if Council decides to take no action at this time,
direct staff to place this item on the May 7, 2013 Council agenda as a Regular
Business item.

C. Access Agreement with Palos Verdes Mobile Estates, Ltd. (Dragoo)
Recommendation:
Authorize the Mayor and City Clerk to execute an agreement
with Palos Verdes Shores Mobile Estates, Ltd. (PV Shores) to permit construction
access through the mobile home park for the construction of the San Ramon
Canyon Stormwater Flood Reduction Project.

OPEN SPACE IMPROVEMENTS PROGRAM IN THE CAPITAL IMPROVEMENT
PROJECTS FUND, IN THE AMOUNT OF $69,041 AUTHORIZING EXPENDITURE
OF THIS AMOUNT FOR ADDITIONAL CONSTRUCTION COSTS OF RANCHO
PALOS VERDES CALIFORNIA COASTAL TRAIL PROJECT; 2) Award a
construction contract for the Rancho Palos Verdes California Coastal Trail
Improvement project to Jeff Tracy, Inc. dba Land Forms Construction in the amount
not to exceed $461,978.05 and authorize staff to spend an additional 10%
contingency in the amount of $46,197.80 for unforeseen conditions for a total
authorization of $508,175.85; and, 3) Authorize the Mayor to execute the
construction contract with Jeff Tracy, Inc. dba Land Forms Construction.
E. Approve the First Amendment to Agreement with Fire Grazers, Inc. for Fuel
(Supports 2013 City Council Goal No. 5 –
Modification by Grazing Animals
Government Efficiency, Fiscal Control and Transparency)

Recommendation:
1) Approve the first amendment to the agreement for one fiscal
year effective July 1, 2013 through June 30, 2014, with Fire Grazers, Inc. for Fuel
Modification by Grazing Animals in an amount not to exceed $89,645; and,
2) Authorize the Mayor and City Clerk to execute the first amendment to the
agreement with Fire Grazers, Inc. for Fuel Modification by Grazing Animals.
F. Crossing Guard Services for 2013-2014 School Year: Amendment to Contract with
All City Management Services (Waters)
Recommendation:
Authorize the Mayor and the City Clerk to execute an
amendment to the agreement with All City Management Services, Inc. (ACMS), for
an amount not to exceed $18,044 to provide crossing guard services at Miraleste
Intermediate School and Silver Spur Elementary School for the 2013-2014 School
Year.
G. Approve the First Amendment to Agreement with the Los Angeles Conservation
(Supports 2013 City Council
Corps (LACC) for As-Needed Maintenance Services
Goal No. 5 – Government Efficiency, Fiscal Control and Transparency)

Recommendation:
1) Approve the first amendment to the agreement for one fiscal
year effective July 1, 2013 through June 30, 2014, with the Los Angeles
Conservation Corps, for As-Needed Maintenance Services in an amount not to
exceed $125,000; and, 2) Authorize the Mayor and City Clerk to execute the first
amendment to the agreement with the Los Angeles Conservation Corps for As-
Needed Maintenance Services.

Recommendation:

1. Marymount California University - Award of Contract for Consultant Services to

Prepare an Environmental Document for the City that Assesses the Environmental
Impacts of the University’s Request to Reconfigure the 2010 Council Approved
Athletic Field (Mihranian)
Recommendation:
Authorize the Mayor and the City Clerk to sign a Professional
Services Agreement with Rincon Consultants, Inc., to prepare an Environmental
Document for the City that assesses the environmental impacts of the University’s
request to reconfigure the 2010 Council approved Athletic Field.
2. Matrix Citywide Organizational Assessment (“The Matrix Report”) (Brooks/Duhovic)

Recommendation:
1) Receive and file the Matrix Citywide Organizational
Assessment (“The Matrix Report”); and, 2) Instruct Staff to analyze The Matrix
Report, specifically the "Recommendations" section, and provide the City Council,
by a date certain, with a Plan of Implementation ("POI"). The POI will address each
recommendation individually, specifically providing Staff's analysis/commentary for
or against the implementation of the recommendation, the Manager responsible for
implementation of the recommendation, the cost associated with the implementation
of the recommendation and a time table for implementation. The POI will be brought
back to the City Council for ratification and approval.
3. Updated Pension Liability Memorandum from the Finance Advisory Committee

Receive and file the March 6, 2013 updated version of the
Memorandum from the Finance Advisory Committee (FAC) titled “Calculation of the
