RDA MINS 19870616 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING JUNE 16, 1987 The meeting was called to order at 7:30 P.M. by Chairman Hughes . PRESENT: RYAN, BACHARACH, McTAGGART, HINCHLIFFE AND CHAIRMAN HUGHES ABSENT: NONE Also present were Executive Director Dennis McDuffie, Agency Attorney Steve Dorsey, Public Works Director George Wentz, Environmental Services Director Robert Benard, Agency Secretary Jo Purcell , and Finance Director Kevin Smith. APPROVAL OF AGENDA After addition of a report from the landslide subcommittee (Bacharach/ Hughes) the Agenda as amended was approved on motion by Member Ryan, seconded by Member Hinchlif f e and carried. CONSENT CALENDAR Member Bacharach moved, seconded by Member McTaggart to approve the Consent Calendar as follows : MINUTES Approved the minutes of April 21 and June 2, 1987. RESOL. NO. RDA 87-12 ADOPTED RESOL. NO. RDA 87-12 REGISTER OF DEMANDS ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: BACHARACH, McTAGGART, AND CHAIRMAN HUGHES NOES: NONE ABSTAIN: HINCHLIFFE AND RYAN RESOL. NO. RDA 87-13 Chairman Hughes opened the public BUDGET FOR 1987-88 hearing on the 1987-88 budget. The Agency Secretary reported that notice of this meeting had been 708CP/MIN24 -1- June 16, 1987 published and no written protests had been received by the City. The Board inquired whether there was a work plan showing the location of the proposed wells and whether there were contingency plans for other wells in case some of the proposed wells proved to be unsuccessful. There being no response to the Chairman's call for public testimony, Chairman Hughes declared the public hearing closed. Member Bacharach so moved, seconded by member McTaggart and carried. Resolution No. RDA 87-13 APPROVING THE FISCAL YEAR 1987-88 BUDGET was pre- sented by title and adopted on motion of Member Bacharach, seconded by McTaggart and carried on the following roll call vote: AYES: BACHARACH, McTAGGART, AND CHAIRMAN HUGHES NOES: NONE ABSTAIN: HINCHLIFFE AND RYAN SUBCOMMITTEE REPORT Chairman Hughes reported on progress made in the lobbying efforts to get funding for the Army Corps of Engineeers' study for the coastal area of the landslide and funding from the State for other improve- ments as possible port mitigation projects . Additionally, since Rolling Hills has been written into HR6, an agreement has been reached with them to work on projects that have been identified in Rolling Hills and others in this City. Both Cities will work together to get funding for these pro- jects. Chairman Hughes went on to report that the Corps will make their recommendation for a study. With drawings mounted for audience viewing, he described the areas and rate of movement over the last three years and the work done to stop the landslide. Describing the effects of the wells , he said that they appear to be reasonably productive but that a third well was not performing as well as anticipated. Responding was Jeanne Smolly, 56 Limetree, who questioned whether the measurements referred to were limited to the graded area. Staff responded that these measurements were north and west of the landslide area.
