The meeting was called to order at 7:30 P.M. by Chairman Hinchliffe.
PRESENT: HUGHES, RYAN, McTAGGART, BACHARACH & CHAIRMAN
HINCHLIFFE
ABSENT: NONE
Also present were Executive Director Donald F. Guluzzy, and Agency Attorney
Steve Dorsey.
APPROVAL OF AGENDA Chairman Hinchliffe announced the
following changes in the agenda:
Deletion of the lease between the
School District and the Redevelop-
ment Agency from the Consent Calen-
dar; Addition: Grant Agreement; Discussion regarding the Environmental Im-
pact Report Timetable; and a City Attorney request for an Executive Session
to be held in conjunction with a City Council Executive Session at the con-
clusion of the evening's business.
There was a motion by Member Bacharach, seconded by Member McTaggart to
approve the agenda as amended. The motion was approved on the following
roll call vote:

CONSENT CALENDAR Member Bacharach moved, seconded by
Member McTaggart to approve the

The motion to approve the Consent Calendar carried on the following roll

GRANT AGREEMENT BETWEEN The Executive Director presented a

Palos Verdes and recommended it be
approved subject to review by the
Agency Attorney and the City.
The Grant Agreement was approved on a motion by Member McTaggart, seconded
by Member Bacharach, subject to its review by the Agency Attorney and the
City. The motion carried on the following roll call vote:

TARGET DATES FOR PORTUGUESE Staff member Greg Fuz answered ques-
BEND LANDSLIDE PROJECT tions regarding the effect on the
timetable for the Portuguese Bend
Landslide Project in light of recent
discoveries by the consultant biolo-
gist of the Black-Tailed Gnatcatcher
and Catalina Mariposa Lily which requires the need to consult with the De-
partment of Fish and Game and U.S. Wildlife Service. He explained that
mitigating measures will need to be included in the draft EIR, but it was
felt this would not significantly delay the schedule for the work, depend-
ing on how promptly responses are received from the named agencies. There
is a time limit set by law for such responses.
LEASE WITH SCHOOL DISTRICT Board discussion then centered on

greement were adequate. Addition-
ally, the Board questioned if the
School District would want 25% of

the crops as set forth in the agreement. It was the consensus that the
agreement be approved subject to further consultation with the District
regarding deletion of that provision since it was not the intention of the
Redevelopment Agency to take 25% of the crops.
Member Ryan moved, seconded by Member McTaggart to approve the lease agree-
ment subject to language approved by the Agency Attorney and staff deleting
the reference to 25% of the crops. The motion carried by three yes votes.
Member Hughes voted no because he felt the change in wording would delay
progress on the work. Chairman Hinchliffe abstained from voting.
RECESS The meeting was recessed at 8:00
P.M. to an Executive Session to be
held jointly with the City Council
at the conclusion of the evening's
business.
