DECEMBER 3, 1985
The meeting was called to order at 6:45 P.M. by Chairman McTaggart.

Also present was Charles Abbott of Abbott Associates.
Director Guluzzy presented the December 3, 1985 report on the revised
budget for fiscal year 1985-87 which reflected changes made in the Drain-
age, Dewatering, Grading and Administrative Legal/Engineering funds. He
reviewed the issue of whether the $100,000 and succeeding loans to begin
the initial stage of exploratory work was an Agency debt to the City, and
reviewed the expenditure of CDBG funds for the rebuilding of P.V. Drive
South in early 1985, the 1985-86 and 1986-87 expenditure of funds for
drainage, dewatering, Administrative, Legal and Engineering costs. The two
year budget for 1985-87 was proposed at $2,207,700 and the revenues to
finance that budget would come from Outer Continental Shelf Revenues, CDBG
Grants, City Loan and Prior Year Loan Receivables. The only new work
planned for 1985-86 budget is the drainage work and the PaintBrush Canyon.
Council then discussed if funds should be expended prior to receiving
the funds from the State; when the City will be reimbursed for funds
already expended; and, whether the City could get an agreement with the
State for reimbursement of funds loaned to the Agency. Staff was directed
to send such a request to the State Comptroller directing their attention
to the urgency of these projects. The suggestion was made that the City's
legislative representatives should be contacted and requested to send a
letter of support to the Comptroller on this issue.
The discussion then centered on the 1986-87 budget for Administration,
Legal and Engineering expenses, how realistic those figures were, and if
the costs for grading would be greater than that proposed. The suggestion
was made that more funding should be reflected in the line items .
With regard to the Paintbrush Canyon project, concern was expressed
that the residents of the area be informed prior to any work being done.
Agency member Bacharach moved, seconded by Member Hughes to authorize some
of the Paintbrush Canyon drainage work using available funds from previ-
ously loaned money from the City.

Member Bacharach moved, seconded by Member Hughes and carried to revise
the budget before adoption so the line items are more realistic and include
the pay-back of the planned advance funds.
ADJOURNMENT At 7:28 P.M. the meeting adjourned
to December 7, at 8:30 A.M. for an
inspection of the landslide area.
