RDA MINS 19871104 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING November 4, 1987 The meeting was called to order at 7:35 PM by Chairman Hughes. PRESENT: RYAN, BACHARACH, MC TAGGART, HINCHLIFFE (7:50 PM) AND CHAIRMAN HUGHES ABSENT: NONE Also present were Executive Director Dennis McDuf f ie, Finance Director Kevin Smith, Agency Attorney Steve Dorsey, Director of Environmental Services Robert Benard, and Public Works Director George Wentz. Member Bacharach moved, seconded by Member McTaggart to approve the Consent Calendar as follows : MINUTES Approved the minutes of October 20, 1987. RESOL NO. RDA 87-23 Adopted Resol. No. RDA 87-22 Allowing Certain Claims and Demands and Specifying Funds from Which the Same Are to Be Paid. The motion to approve the Consent Calendar carried on the following roll call vote: -1- 7000P/MINRD.1-3 November 4, 1987 AYES: BACHARACH, MC TAGGART AND CHAIRMAN HUGHES NOES: NONE ABSTAIN: RYAN ABSENT: HINCHLIFFE (7:50 PM) PUBLIC HEARING DRAFT EIR AND The City Manager presented the staff PROPOSED PROJECT (1801) memorandum and recommendation to take public input on the Draft EIR and proposed project. Those responding to Chairman Hughes' call for public testimony were: Gene Frank, 10 Cherryhill; D. E. Clarke, 10 Peppertree; Jeanne Smolley, 56 Limetree; Arnold Graham, 2000 Riverside, Los Angeles, 90039; Andrew Sargent, 19 Narcissa; Janelle Stenbaklden, 8 Cherryhill; and Marta Haney, 40 Cherryhill. Their concerns centered on the realignment of Palos Verdes Drive South. They also discussed: the proposed area is zoned for open space but a portion of it is residential; topsoil should also be added to the residential area; concern over RDA Technical Panel members indicating that the realignment of the road may present a greater hazard than improve- ment; realignment and acquisition costs; Mr. Sargent' s letter relating his opposition to the EIR (as distributed); the importance of preserving Villa Francesca as a historical site; and concern over the RDA constructing public improvements. -2- 7000P/MINRD.1-3 November 4, 1987 The agency stressed the importance of realigning Palos Verdes Drive South, as recommended by the RDA. Technical Panel. Member Bacharach pointed out that the realignment area acquisition costs are being negotiated and are confidential at this time. She requested that staff provide an oral and written report addressing public concerns. Member McTaggart stated that the Pt. Vicente Lighthouse was also a historical site. The Agency Attorney discussed that it is appropriate for the RDA to construct public improvements. The Public Works Director noted that a schedule of project work will be prepared for the area and coordinated with residents. He indicated that the new design of Palos Verdes Drive South will provide a higher standard road design. Member Bacharach moved to continue the public hearing to November 17 , 1987, seconded by Member McTaggart and carried. PORT OF LONG BEACH Member Bacharach reported on the HEARINGS City' s testimony at the Port of Los Angeles and Long Beach Hearings on EIR 20/20 and that the staff was present to indicate that the Portuguese Bend landslide area was a viable mitigation project and should be considered by the ports.
