ADJOURNED REGULAR MEETING
II/ September 30, 1987
The meeting was called to order at 7:30 p.m. by Chairman Hughes , at Fred
Hesse Community Park, 29 301 Hawthorne Boulevard, notice having been given
with affidavit thereto on file.
PRESENT: BACHARACH, RYAN, McTAGGART, HINCHLIFFE, AND CHAIRMAN
HUGHES
Also present were Executive Director Dennis McDuffie, Public Works Director
George Wentz, Finance Director Kevin N. Smith, Environmental Services
Director Robert Benard, and Acting City Attorney Quinn M. Barrow.
RECESS TO CLOSED SESSION The meeting immediately recessed to
AND RECONVENE a closed session to discuss nego-
tiations of property.
At 8:05 PM the Board reconvened and the Agency Attorney announced that the
discussion concerned 10 Cherry Hill Lane and that no action had been taken.
PUBLIC HEARING
APPROVAL OF PHASE 2 - Director McDuffie reviewed the
PORTUGUESE BEND LANDSLIDE staff report, explaining that the
PROJECT major components of the project are
the relocation of Palos Verdes Drive
South, additional grading, and the
construction of certain drainage facilities. He said by completing Phase 2
this year, prior to heavy rains, the efforts to stop and control the
remaining slide movement would have a much greater change of success.
Dr. Perry Ehlig summarized the past year' s achievements and said the City
has made excellent progress towards slowing the landslide. He made a slide
presentation and said what has not completely stopped is now moving about
one-third as fast as last year. He reviewed the Phase 1 stabilizing project
and presented graphs , charts , and photographs. He noted that the dewatering
wells have been very effective in stopping the slide in the Abalone Cove
area. He discussed the use of monitoring stations to establish movement and
said the rates of movement will depend on the amount of rainfall.

In response to questions, Dr. Ehlig said he did not see any relation between
the fissures in the bank of the Crenshaw extension and the Abalone Cove or
Portuguese Bend landslides , but would look for evidence of movement.
Director McDuffie explained the public hearing steps and review process.
He said this evening the Agency was considering Phase '2 of the Portuguese
Bend landslide project and the proposed grading, drainage and road reloca-
tin. He said the Agency will also consider certification of the environmen-
tal impact report (EIR) at its meeting of November 4. He said the panel' s
geological review is scheduled for October 16.
The public hearing was declared open by Chairman Hughes.
Al Edgerton, 59 Oceannaire Drive, directly above the slide area, expressed
concern that stabilizing the slide area may destabilize his area and
requested monitoring of the upper area.
Dr. Ehlig said nothing was being done which would destabilize the upper
area.
John Lessing, 2104 Via Pacheco, Palos Verdes Estates , owner of property
in the slide area, said he believed Palos Verdes Drive South is to be relo-
cated right through the middle of his lot.
Andrew Sargent, 19 Narcissa Drive, expressed concern about using a volunteer
panel of geological experts and preferred that they work professionally for
the City and be paid. He questioned the road relocation and the cut and
fill required if it is being done for traffic and safety reasons.
Member Bacharach said the 15-16 geologists fly in from all over California
and are professional people donating their time to the City.
Chairman Hughes said Dr. Ehlig is the City' s paid geologist and that the
panel of experts is not asking for compensation for their services in
reviewing Dr. Ehlig' s work.
• Jeanne Smolley, 56 Limetree Lane, said there are a series of depressions in
the area of the water tank and requested the technical committee members
examine the area and submit a response. She opposed the Phase 2 grading.
D. E. Clarke, 10 Peppertree Drive, also expressed concern about moement in
the area of the water tank. She said there is also a crack in her driveway.
Sunshine, 6 Limetree Lane, was concerned that movement in the last six
months appears different. She suggested holding off on the project.
Dr. Ehlig said doing nothing is a much greater risk because a severe rain-
fall will impact every area that is prone to land sliding.

Charles Himelwright, 21 Kumquat Lane, Portuguese Bend Homeowners
Association, said the Cherryhill loop is not stable, that it is moving.
Dr. Ehlig said there is a survey monument at the west bend of the
Cherry hill loop which shows the movement has slowed down greatly over the
last three years.
Bob Smolley, 56 Limetree Lane, asked: 1) the probability of the project' s
success; 2) the impact of moving the dirt in a positive or negative way; 3)
the impact on the project if the existing right-of-way of Palos Verdes Drive
South is adequately drained; and 4) any reason why Palos Verdes Drive South
in its existing location could not be adequately drained if regraded.
Dr. Ehlig said the project has a good chance of stopping all movement
ups lope within two to three years. He said they will still have to continue
to pump, which will take longer if it is rainy. He said the movement of
500,000 cubic yards of dirt would give immediate relief.
Arnold Graham, attorney representing several property owners , said he: 1)
disagreed that no EIR is required for tonight' s public hearing; 2)
disagreed about the street right-of-way; 3) questioned the liability of the
City; and 4) questions the wisdom and judgement of the proposed realignment
of Palos Verdes Drive South.
At 10:08 PM a brief recess was called. The meeting reconvened at 10:20 PM
with the same members present.
Robert McJones, 1 Limetree Lane, said the relocation of the road would
impact the community. He said there should be a formal analysis of all
options , including leaving it where it is , along with a cost analysis in
terms of drainage, slide stability, etc.
Kay Bara, 1 Peppertree Drive, expressed concern about the movement of dirt
and the unpaid panel of experts. She suggested that a panel of people from
her neighborhood work with the experts.
Justin McJones , 3 Tangerine Road, expressed concern about realignment of the
road and about the movement of dirt.
Bob Stark, 49 Cherryhill Lane, Asked about: 1) saving the road where it
exists; 2) putting the road in the undeveloped area above the slide; and 3)
considering plastic covering over the open fields since water is the
problem.
Tony Cunningham, 8 Cherryhill Lane, expressed concern about relocating the
road and suggested waiting until the slide has slowed enough.

Chairman Hughes said the movement of dirt is proposed for the purpose of
removing pressure,ressure removing the driving force, and slowing down the
landslide.

Knight LaRue, 3136 Barkentine, said she went up on Crenshaw and
observed the slide that the citizens are concerned about. She also
expressed concern about the road relocation.
Joseph McLaren, 3923 Palos Verdes Drive South, had several questions
regarding the water and the cost of the road.
Member Bacharach moved, seconded by Member McTaggar t, and, with no objec-
tion, so
ordered, to continue the public hearing to November 4, 1987 , when
taking up the EIR on the project.
Member McTaggart r McTa art moved, seconded by Member Bacharach, and unanimously
carried to have Dr. Ehlig review all material presented tonight, including
,
photographs presented and the ma resented by Mrs. Smolley, and conduct an investiga-
tion of the recently discovered landslide.

Membe r McTaggart moved, seconded by Member Bacharach, to ask Dr. Ehlig to
investigate
as an urgent matter,, the evidence brought forward tonight, at a

not to exceed $10,000 and to respond at the next Agency meeting whether
or not action is needed.

Acting City Attorney Barrow said state relocation guidelines adopted in 1976
set forth definite rules as to when people are considered displaced persons
and entitled to relocation assistance.
Member Bacharach requested a copy of the State Law.
Member Bacharach moved, seconded by Member Hinchliffe, and unanimously
carried, to waive further reading and adopt by title only a resolution
entitled "RESOLUTION OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY
ADOPTING A RELOCATION PLAN AND ADOPTING RULES AND REGULATIONS RELATIVE TO
RELOCATION ASSISTANCE AND ACQUISITION OF REAL PROPERTY".

Port and Flor as relocation consultants in an amount not to exceed $10,000.
