RDA MINS 19890919 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING { SEPTEMBER 19, 1989 The meeting was called to order at 7: 30 P.M. by Chair Bacharach, at Hesse Park Community Center, 29301 Hawthorne Boulevard. PRESENT: McTAGGART, HUGHES, HINCHLIFFE, RYAN AND CHAIR BACHARACH Also present were Environmental Services Director Robert Benard, Agency Secretary Jo Purcell , Agency Attorney Ariel Pierre Calonne, Finance Director Kevin Smith, and Public Works Director George Wentz . APPROVAL OF AGENDA Member Hughes moved, seconded by Chair Bacharach and carried to approve the agenda as presented. CONSENT CALENDAR The Consent Calendar was approved as follows on motion of Member Hughes, seconded by Member McTaggart. MINUTES The minutes of September 5, 1989 were approved as corrected. POOL AND WATER GUIDELINES - Accepted the guidelines for ABALONE COVE LANDSLIDE pool and water usage as recommended by the panel of experts. ADDITIONAL SEISMIC INVEST- Approved an expenditure not to IGATION IN ABALONE COVE - exceed $15,000 for additional DILL GEOMARINE (1801 ) investigation. RESOLUTION NO. 89-20 Adopted RESOLUTION NO. 89-20 REGISTER OF DEMANDS ALLOWING CERTAIN CLAIMS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: McTAGGART, HUGHES AND CHAIR BACHARACH NOES: NONE ABSTAIN: RYAN AND HINCHLIFFE REPORT ON THE PORTUGUESE Assistant Engineer Jon Taylor, BEND STORM reported to the Board that as a result of a hurricane off the Mexican coast, the shoreline was battered with waves breaking ten to fifteen feet over the gabions; that the unprotected shore lost an estimated eleven feet of face, and approximately 15,000 tons of earth swept northerly past Abalone Cove. In the area of the gabions several baskets were destroyed and some minor repairs will be required. STATUS OF BOARD DIRECTIVES The Board requested that the status of the memo of understanding for the slide work be updated and that State and Federal Legislative activity and the Abalone Cove Shoreline Park issue be updated also. AUDIENCE QUESTIONS Responding to the Chair' s call for audience questions was Lois Larue, 3136 Barkentine, who continued reading "The Disappearance of Beach Sand at Abalone Cove: relation to Landsliding or Construction?" (During the City Council meeting which immediately followed, Ms. Larue completed reading the report and submitted same to the City Clerk' s office.
