RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
SEPTEMBER 5, 1989
The meeting was called to order at 7: 30 P.M. by Chair
Bacharach at Hesse Park Community Center, 29301 Hawthorne
Boulevard.
PRESENT: McTAGGART, HUGHES, HINCHLIFFE, RYAN AND
CHAIR BACHARACH
ABSENT: NONE
Also present were Executive Director Dennis McDuffie,
Environmental Services Director Robert Benard, Agency
Secretary Jo Purcell , Agency Attorney Ariel Pierre Calonne,
Finance Director Kevin Smith, Public Works. Director George
Wentz .
APPROVAL OF AGENDA Member Hughes moved, seconded
by Chair Bacharach and
carried to approve the agenda as presented.
CONSENT CALENDAR After removal of the Easement
Agreement with Wayfarers Chapel
the Consent Calendar was approved as follows by Member
Hughes, seconded by Chair Bacharach.
MINUTES The minutes of August 15, 1989
were approved as presented.
RESOLUTION NO. RDA 89-19 Adopted RESOLUTION NO. RDA 89-
REGISTER OF DEMANDS 19 ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS
FROM WHICH THE SAME ARE TO BE
PAID.
CLAIM AGAINST THE AGENCY Rejected the claim and directed
CALIFORNIA WATER SERVICE CO. the Risk Manager to notify the
(1801 ) claimant.
NOTICE OF INTENT RE: LOMA Directed the Executive Director
DEL MAR SCHOOL SITE to notify the Palos Verdes
Peninsula Unified School
District that the RDA is not interested in leasing the Loma
Del Mar School site.
The motion to approve the Consent Calendar carried on the
following roll call vote:
AYES: Hughes (On Minutes, Register of Demands,
Claim Against the City, and Notice re: Loma
del Mar) McTaggart & Chair Bacharach
NOES: Hughes (on the Agreement with the Chapel and
the P.V. Dr. So. Drainage Project)
ABSTAIN: Ryan and Hinchliffe
Agency Attorney Calonne, responding to an inquiry from the
Board, opined that no conflict of interest existed on the
issues of the Wayfarers Chapel Construction Easement and the
Palos Verdes Drive South Drainage Project for Members
Hinchliffe and Ryan and consequently they could vote on these
issues.
CONSTRUCTION OF EASEMENT Discussion then focused on
AGREEMENT WITH WAYFARERS recommended finish of
CHAPEL (1801) the wall to be in colored
concrete rather than Palos
Verdes Stone. A substitute motion was then proffered by
Member Hughes, seconded by Member Hinchliffe to approve the
construction of this wall as originally presented.
Discussion centered on a number of issues: whether this wall
benefitted the abatement process; the contribution this wall
made to the Chapel ; if this was an appropriate use of RDA
funds; and the fact that these RDA funds were being used to
unburden the City of the expense. More comments followed
pertaining to the cost of the colored concrete versus the
P.V. stone and if the Chapel was satisfied with the colored
concrete wall .
The substitute motion carried on the following roll call
vote:
AYES: HUGHES, HINCHLIFFE & CHAIR BACHARACH
NOES: RYAN & McTAGGART
AWARD OF CONTRACT - Member McTaggart moved,
P.V. DR. SOUTH DRAINAGE seconded by Chair Bacharach
IMPROVEMENTS (1801 ) to award the contract to Excel
paving for an amount not to
exceed $732,553 plus provide a contingency of $92,447 for a
total authorization of $825,000.
The motion carried on the following roll call vote:
AYES: McTAGGART, HUGHES, HINCHLIFFE, RYAN AND
CHAIR BACHARACH

AUDIENCE QUESTIONS:
Muriel Titzler, 3 Ginger Root Lane, inquired about the
schedule for installation of roof drains in the landslide
area. (Staff was requested to report on the status of this
project in the Status Report. )
Lois Larue, 3136 Barkentine Rd. , read a portion of a paper
entitled: The Disappearance of Beach Sand at Abalone Cove:
relation to landsliding or construction.
ADJOURNMENT: At 7 : 50 P.M. the meeting
adjourned on motion of Member
