REGULAR MEETING
APRIL 18, 1989
The meeting was called to order at 7 : 30 P.M. by Chairwoman
Bacharach, at Hesse Park Community Center, 29301 Hawthorne
Boulevard.
PRESENT: McTAGGART, HUGHES, HINCHLIFFE, RYAN AND
CHAIRWOMAN BACHARACH
APPROVAL OF AGENDA Member Hughes moved, seconded
by Member McTaggart and carried
to approve the agenda as presented. The motion carried.
APPROVAL OF CONSENT The consent calendar was
approved on motion of Hughes
and seconded by Bacharach.

REGISTER OF DEMANDS ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS
FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the
following roll call vote:

CONTINUED BUSINESS
ABALONE COVE SHORELINE The Executive Director
PRESERVE ( 1801 ) (602 x 1201) presented the April 18 staff
memorandum from the Director of
Recreation and Parks. The
memorandum contained the following recommendations .
1 ) Approve the recommended improvements to Abalone Cove
Shoreline Preserve; 2) request that the City loan the R.D.A.
up to $235, 000 to fund the improvements and 3 ) request the
City administer the construction of the improvements.
With the use of an enlarged photograph of the Sacred Cove and
Abalone Cove area, Director Thomas explained the improvements
and risk mitigation measures at the Abalone Cove Shoreline
Preserve proposed by the Abalone Cove Task Force.
The Agency inquired about the method used for disposal of
sewage and whether it would be hooked into the sewage system
or on separate septic tanks; if the $85 , 000 included the cost
for the sewers; the type of building to be used at the
Preserve; whether this area could be leased to the City from
the Redevelopment Agency for $1 . 00 per year thus alleviating
the necessity of the Agency making these improvements; the
repayment schedule of this amount to the City; whether the
City or the Redevelopment Agency would be administering these
improvements. A brief discussion then followed regarding the
policy for the nude beach and it was the consensus that staff
should prepare an analysis of this area. Additional
discussion concerned the installation of a public telephone
in area and the resulting complaints that may arise because
of the increased use of the nude beach area. The Agency
inquired about the lifeguard service and concern was
expressed that this service would not be in the Sacred Cove
area. The suggestion was made that some kind of
communication link be established with the lifeguard station.
The Agency then inquired how these initial steps for
improvement would be integrated with the overall slide
program and in particular with the parameters set forth by
the Horan settlement. The concern was expressed that the
steps regarding the slide abatement such as the Toe Berm
should be woven into this plan. Another concern was that
perhaps these expenditures would be out of sequence with
other public works projects that will be taking place in the
area. Additional concern was expressed that if the work
isn't done at this time than the beach area will remain
unusable for the summer.
Responding to an Agency inquiry, the Agency Attorney opined
that no conflict of interest applied to this project for
either Member Hinchliffe or Member Ryan because the project
was not geared to stopping the slide.
Member Ryan moved, seconded by Chairwoman Bacharach to adopt
the staff recommendation with the condition that the City
would not administer the contract. The motion carried on the
following roll call vote.

OPERATING AGREEMENT - The Executive Director
ABALONE COVE SHORELINE presented the staff memorandum
PRESERVE (1801 X 1201 ) of April 18 and the staff ' s
recommendation that the RDA
agree-in-concept to enter into an agreement with the City of
Rancho Palos Verdes to provide for operation, maintenance and
improvements for Abalone Cove Shoreline Preserve on behalf of
the Agency, and to direct the Attorney to prepare such an
agreement.

During a brief discussion of the type of maintenance
performed by the City it was found to be minor and dealt with
items such as emptying trash barrels. It was the consensus
of the board that the agreement with the City specifically
call out the types of maintenance duties done by the City.
Member Ryan moved, seconded by Member McTaggart adopt the
staff recommendation, the motion carried on the following
roll call vote:

REOPENING ABALONE COVE The Executive Director
SHORELINE PRESERVE - presented the staff memorandum
REOPENING CELEBRATION of April 18 and the staff
1801 X 1201 ) recommendation as follows.
1 . The City' s Redevelopment
Agency (RDA) approve a Reopening Celebration to be conducted
on Saturday, May 13 , from 11 : 00 a.m. to 2 : 00 p.m. at Abalone
Cove Shoreline Preserve. 2 . The collection of parking fees
for May 13 , 1989 be waived.
Chairwoman Bacharach moved, seconded by Member Ryan to
approve the staff recommendation, the motion carried.
STATUS OF BOARD DIRECTIVES The Board requested that the
item regarding Disney
Corporation be removed from this list and requested that
staff add an item regarding congressional activity and a
report on the activity associated with the Shoreline
Preserve.
ADJOURNMENT: At 8: 11 p.m. adjourned to May 1
at 6 : 00 p.m. for a budget work
session. Motion made by member
