RDA MINS 19881115 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING NOVEMBER 15 , 1988 The meeting was called to order at 7 : 30 P.M. by Chairwoman Bacharach at Hesse Park Community Center, 29301 Hawthorne Blvd. PRESENT: HUGHES, HINCHLIFFE ( 7 : 40 P.M. ) , McTAGGART, RYAN AND CHAIRWOMAN BACHARACH Also present were Executive Director Dennis McDuffie, Environmental Services Director Robert Benard, Agency Secretary Jo Purcell , Agency Attorney Steve Dorsey and Public Works Director George Wentz . APPROVAL OF AGENDA Member Hughes moved, seconded by Member McTaggart to approve the agenda as presented. The motion carried. APPROVAL OF CONSENT The consent calendar was approved CALENDAR by Member Hinchliffe, seconded by Member McTaggart and carried. MINUTES Approved the minutes of November 1 , 1988 . RESOLUTION NO . RDA 88-19 Adopted RESOLUTION NO. RDA 88-19 REGISTER OF DEMANDS ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: McTAGGART, HUGHES AND CHAIRWOMAN BACHARACH NOES: NONE ABSTAIN: RYAN # # # # # CONSTRUCTION BIDS The Executive Director presented the PALOS VERDES DRIVE SOUTH staff report of November 15th and ( 1801 ) briefed the Council on the fact that the construction bids received were substantially higher than estimated by staff . Public Works Director Wentz explained that the staff is investigating alternative financing. (At 7 : 40 P.M. Member Hinchliffe arrived) Member Hughes moved, seconded by Member McTaggart and carried to approve the staff recommendation to take no action at this time on this item. AGREEMENT WITH HORAN Executive Director McDuffie TECHNICAL PANEL presented the staff memorandum of ( 1801 ) November 15th and the recommendation to approve the draft agreement between the Agency and the individual members of the panel . A brief discussion ensued and dealt with such areas as whether the agreement was with the individuals or the companies they were employed by, what happens in the case when a panel member leaves the employment of a company, how vacancies will be filled on the technical panel and if a consultant could charge overhead. It was the consensus that the Agency Attorney would make appropriate changes to this agreement dealing with a 30 day notification clause, and the fact that in some cases the agreement is between the agency and the advisor' s company. Member Hughes moved, seconded by Member McTaggart to approve the staff recommendation. The motion carried. STATUS OF AGENCY Executive Director McDuffie DIRECTIVES presented the Status of Agency Directives . Amendments were made to the report. REDEVELOPMENT AGENCY The Board requested that this DEBT TO THE CITY ( 1801 ) report be amended to reflect the $500 , 000 in bonds issued by the Agency. ARMY CORPS OF Representatives from the Army Corps ENGINEER-PRESENTATION of Engineers made a slide presenta- ( 1841 ) tion and explained the steps necessary to get Federal Funding for the shoreline study. This phasing included the following steps : problem perception, request for Federal action, study of problem and report preparation, report review and approval , Congressional authorization, and finally project implementation. It was concluded that funding for this study could take as long as seven years. Mr. Robert Jo. of the Corp reported that the Army Corps is planning a public meeting for sometime in January 1989 . -2- RDA NOVEMBER 15 , 1988 ADJOURNMENT- At 8 : 10 P.M. the Agency adjourned to 6 : 30 on November 29th. et.
