RDA RES 1997-015 RESOLUTION NO. RDA 97-15 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY ADOPTING AN ADDENDUM TO THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE ABALONE COVE WELL CONVERSION PROJECT, AUTHORIZING STAFF TO PROCEED WITH THE WELL CONVERSION PROJECT AND AUTHORIZING STAFF TO AWARD A PROFESSIONAL SERVICES CONTRACT TO SIMONS LI AND ASSOCIATES FOR PERMIT PROCESSING CONSULTING THE BOARD OF DIRECTORS OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY HEREBY RESOLVES AS FOLLOWS: Section 1. The Board of Directors (the "Board") of the Rancho Palos Verdes Redevelopment Agency (the "Agency") previously certified a final environmental impact report (the "FEIR") for the Abalone Cove Well Conversion Project (the "Project") through the adoption of Agency Resolution No. 97-14. Said Resolution included a Statement of Findings and Facts in Support of Findings as required by the California Environmental Quality Act ("CEQA") and Statement of Overriding Considerations. Resolution No. 97-14 is incorporated herein by this reference as if set forth in full. Section 2. Pursuant to CEQA Guidelines Section 15164, the Agency Board hereby adopts an addendum to the FEIR as set forth in Exhibit "A," attached hereto and incorporated herein by this reference to revise the project description to include the possibility that both the Hon Well and the LC-4 Well may be converted from monitoring wells to dewatering wells. Substantial evidence in the record of the proceeding before the Agency indicates that said addendum constitutes a minor addition to the FEIR that does not raise important new issues about the Project's significant effects on the environment, as the environmental effects of the changes proposed in the addendum were fully evaluated in the FEIR as an alternative project. No factors are present that would require the preparation of either a subsequent or supplemental EIR under CEQA. The Executive Director is directed to attach the addendum to the FEIR in Agency's files and to distribute copies of the addendum to all persons who have requested copies of the FEIR. Section 3. Based upon the foregoing, and on the findings, facts in support of findings and Statement of Overriding Considerations previously adopted by the Agency, all of which are incorporated herein by this reference as if set forth in full, the Agency Board hereby directs staff to undertake a dewatering well conversion project in the Abalone Cove Landslide area as follows: 1. Implement the project described as the "Hon Well" in the FEIR; and 2. If implementation of the "Hon Well" proves infeasible or otherwise fails to meet the Agency's goals and objectives for the dewatering well project, Staff will advise the Agency Board of this fact and, subject to further direction from the Board, implement the project identified in the FEIR as "LC-4." Section 4. To assist staff with the permitting process for the Project, staff is hereby directed to enter into a Professional Services Contract with Simons Li and Associates on a time and materials basis for an amount not to exceed $14,600. The third full paragraph under the heading "PROJECT LOCATION AND SETTING" in Section 3.0 of the FEIR is revised to read as follows: "The proposed Abalone Cove Well Conversion project consists of two (2) components. The first component is the conversion of the existing monitoring well on the Hon property, as depicted on Exhibit 22, to a dewatering well and, if such conversion proves infeasible or if such conversion does not meet the Agency's goals and objectives for the Project, the later conversion of existing monitoring well LC-4 to a dewatering well. The location of LC-4 is shown on the USGS map in Exhibit 3. The sites are located generally in the area between Kelvin Canyon and Altamira Canyon, as depicted on the vicinity map on Exhibit 2. The second component of the project is the operation of not more than two dewatering wells. The areas surrounding the project are currently undeveloped." 2. The Description of"Project Characteristics" in Section 3.0 is revised to reflect the addition of the description of"Hon Well" characteristics as set forth in Section 6.0 of the FEIR. 3. The "Timing of the Project" section in Section 3.0 is revised to reflect a construction start period of late-Summer to Fall of 1997 and an operational date of Fall, 1997."
