REGULAR MEETING
SEPTEMBER 19, 1995
The meeting was called to order at 8:35 p.m. by Chairman Lee Byrd.
PRESENT: LYON, BROOKS, McTAGGART & CHAIRMAN BYRD
ABSENT: NONE
Also present were Executive Director Paul Bussey, Assistant
Director Pamela Antil, Agency Attorney Carol Lynch, Agency
Secretary Jo Purcell, Director of Planning and Building & Safety
Bret Bernard, Senior Admin. Analyst Veronica Dolleschel, and Public
Works Director Trent Pulliam.
APPROVAL OF AGENDA: Member Brooks moved, seconded by Member
McTaggart to approve the agenda. Motion carried.
APPROVAL OF CONSENT CALENDAR: Member Brooks moved, seconded by
Member McTaggart to approve the Consent Calendar as follows:
RESOL. NO. 95-20 - REGISTER OF DEMANDS
ADOPTED RESOL. NO. 95-20 OF THE RANCHO PALOS VERDES REDEVELOPMENT
AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS
FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the following
roll call vote:

REVIEW & ESTABLISHMENT OF GOALS
Member Lyon presented her memorandum of September 19 to the Board
and her recommendation that the Board conduct a public workshop to
objectively review how and why the Agency was established, where it
is now and to begin the process of establishing specific long range
goals, along with strategic planning to accomplish those goals.
The Board discussion centered on the wisdom in establishing in
goals for the Agency much like those established for the City two
years ago; how a workshop would be informative to residents
inasmuch as subjects such as the GPS well monitoring could be
explained as well as an explanation of recurring expenses. Of
concern was the timing for such a workshop and whether it should
take place prior to or after the upcoming November election.
In response to the Board's inquiry, Executive Director Bussey
explained the origin of redevelopment agencies in California: that
they have been created primarily to clear blight; that the creation
of this City's agency withstood challenge up to the Supreme Court.
However, he continued, that much has occurred since the
establishment of the Agency: the Horan settlement and turnover on
staff and Council.
It was the consensus that a report covering the formation and
activities of the agency should be prepared; that staff should
prepare an outline of such a report and that such outline should be
presented at the first meeting in October or as soon thereafter as
possible.
Audience Comments: Lois Larue distributed copies of sketches from
a landslide lecture she had attended.
Bob McJones, 1 Lime Tree Lane, supported the idea of having a
review of the activities of the RDA.
ADJOURNMENT: At 8:45 P.M. the meeting adjourned on motion of
Member McTaggart.
