REGULAR MEETING
SEPTEMBER 5, 1995
The meeting was called to order at 7:45 p.m. by Chairman Lee Byrd.
PRESENT: LYON, BROOKS, McTAGGART & CHAIRMAN BYRD
ABSENT: NONE
Also present were Executive Director Paul Bussey, Assistant
Director Pamela Antil, Agency Attorney Carol Lynch, Agency
Secretary Jo Purcell, Director of Planning and Building & Safety
Bret Bernard, Senior Admin. Analyst Veronica Dolleschel, and Public
Works Director Trent Pulliam.
APPROVAL OF AGENDA: Member Brooks moved, seconded by Member
McTaggart to approve the agenda. Motion carried.
APPROVAL OF CONSENT CALENDAR: At the request of Member Lyon, the
Mortgage Certificate Program was moved to the Regular Business part
of the agenda. Member Brooks moved, seconded by Member McTaggart
to approve the Consent Calendar as follows:
MINUTES
Approved the minutes of August 1 and August 15, 1995.
EXPLORATORY BORING - PEPPER TREE & PV DR. SO. (1204 X 1900)
Authorized staff to perform exploratory drilling and pumped
groundwater testing at the intersection of Palos Verdes Drive South
and Pepper Tree Drive in the Portuguese Bend landslide area in an
amount not to exceed $25, 000.

REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS AND
SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the following

CHARLES ABBOTT ASSOCIATES - PROFESSIONAL SERVICES AGREEMENT (1204
X 1900)
Ms. Dolleschel presented the staff report of September 5 and the
recommendation to provide direction to staff regarding the Agency's
consulting services agreement with Charles Abbott Associates (CAA) .
Lois Larue, 3136 Barkentine, voiced her objection to this
agreement.
Charles Abbott, 6866 Verde Ridge, said that over fifty percent of
the City's bills went unpaid for over 30 days; 15 percent over 45
days; that in some cases information was requested a long time
after the bill had been submitted; that the contract calls for the
bills to be paid within 30 days if the bills are correct; and, that
he was only asking that the City to conform to its side of the
contract.
Board inquiries and comments centered on how many hours an Abbott
employee would work on City projects; that the amount billed was
not only for the employee's salary, but included overhead; that the
bills submitted are reviewed by City staff and that it was
conceivable that if a bill missed one warrant register that it
would be carried to the next one which would then make it 60 days
before payment was made.
The Board then discussed the alternatives set out in the staff
report: that CAA'S insurance coverage met the required conditions;
that CAA's request for a late fee on invoices paid after 30 days
was inconsistent with the standard language in other City
professional contracts; that a rate be added for landscape director
at $90/hr. , and that landscape supervisor be changed to landscape
associate with the rate reduced from $65/hr. to $60/hr; that a rate
be added for associate engineer at $75/hr; and, that the contract
be based on a term through June 30, 1997 with the provision that
there be an across the board percentage increase in rates based on
the L. A. County COLA ending May 1996. The new rates would be
effective July 1, 1996 through June 30, 1997.
The Board then discussed the alternatives set out in the staff
report: (1) CAA's insurance coverage to remain unchanged; (2)
That all invoices be paid within 30 days of receipt by the City;
(3) that a rate be added for the Landscape Director at $90 per
hour and that the Landscape Supervisor be changed to Landscape
Associate with the rate reduced from $65. /hr to $60. /hr; and, (4)
that the contract be extended to June 30, 19 9 7 with a rate increase
in FY9 6-9 7 based on the inflation index used in the Engineers News
Record for the Los Angeles.

Member McTaggart moved, seconded by Member Brooks to approve the
above alternatives. Additionally, that no late fee be allowed;
that the contract be continued until June 1996 with no increase;
extend the contract to June 1997 with the inflation index listed in
the Engineers News Record for the Los Angeles area. The motion
carried on the following roll call vote:

L. A. COUNTY MORTGAGE CREDIT CERTIFICATE PROGRAM (1203 X 1900)
Director Bernard presented the staff report of September 5 and the
recommendation that the Board adopt the proposed resolution which
would enroll the City in the Los Angeles County Mortgage Credit
Certification program.
Responding to Member Lyon's request that the staff report be
explained for the benefit of the public, Director Bernard stated
that this program is administered by the County of Los Angeles in
association with private lenders. This is a first-time home buyer
program under which a buyer may receive a direct federal income tax
credit for up to twenty percent of mortgage interest, rather than
the traditional write-off against income. The mortgage lender must
consider this reduced tax liability in calculating allowable
mortgage limits; thus, the homebuyer may be able to afford and
qualify for a larger loan.
RESOLUTION NO. RDA 95-19 OF THE RANCHO PALOS VERDES REDEVELOPMENT
AGENCY ADOPTING A MORTGAGE CREDIT CERTIFICATE PROGRAM IN
COOPERATION WITH THE COUNTY OF LOS ANGELES, AUTHORIZING AN
APPLICATION TO THE CALIFORNIA DEBT LIMIT ALLOCATION COMMITTEE IN
1995 FOR AN ALLOCATION FOR THE ISSUANCE OF MORTGAGE CREDIT
CERTIFICATES AND THE TRANSFER OF SUCH ALLOCATION TO THE COUNTY OF
LOS ANGELES was introduced by title and adopted on motion of Member
Lyon, seconded by Member Brooks and carried on the following roll
call vote:
AYES: LYON, BROOKS, McTAGGART & CHAIRMAN BYRD
NOES: NONE
AUDIENCE COMMENTS: Richard Bara, 1 Pepper Tree Drive, suggested
having the Redevelopment Agency meetings twice a month and that
perhaps that would reduce the delay in payment of the bills.
