RDA MINS 19950815 ADJ MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING AUGUST 15, 1995 Chairman Byrd called the joint meeting of the Council and the Redevelopment Agency to order at 7:30 P.M. APPROVAL OF AGENDA: Member Brooks moved, seconded by Member McTaggart to discuss the item pertaining to the Subsidence of Palos Verdes Drive South as the first item of business in joint Council/RDA session. Motion carried. SUBSIDENCE OF PV DR. SOUTH BETWEEN PORTUGUESE POINT & INSPIRATION POINT The Board/Council then proceeded to discuss the subsidence of Palos Verdes Drive South as detailed in the City Council minutes of this date. At 8:55 P.M. with the completion of PV Dr. South discussion the Board convened in regular session to complete the Agency's agenda. WAIVER OF READING: Adopted a motion to waive reading in full of all ordinances adopted at the meeting with consent to the waiver of reading deemed to be given by all members after the reading of the title. APPROVAL OF CONSENT CALENDAR: Member McTaggart moved, seconded by Member Lyon to adopt the Consent Calendar as follows: MINUTES (1900 x 301) Approved the minutes of July 18, 1995. INVESTMENT POLICY - FISCAL YEAR 1995-96 (1900 x 602) Approved the proposed investment policy for fiscal year 1995-96. RESOL. NO. RDA 95-17 - BUDGET ADJUSTMENT (1900 x 602) I/ ADOPTED RESOL. NO. RDA 95-17 AMENDING RESOL. NO. 95-12, THE BUDGET APPROPRIATION FOR FISCAL YEAR 1995-96, FOR A BUDGET ADJUSTMENT TO THE AGENCY'S PORTUGUESE BEND PROJECT AREA. The motion to approve the consent calendar carried on the following roll call vote: AYES: LYON, McTAGGART, BROOKS & CHAIRMAN BYRD NOES: NONE # # # # # PORTUGUESE BEND - DEWATERING WELL - REJECTION OF A BID (1900 x 1204) Director Pulliam presented the staff report of August 15 and the recommendation to reject the bid from Simich Construction and direct staff to rebid the work with revised contract documents to pay for the well drilling item on a time and material basis. Inasmuch as the City had just completed installing six wells, Director Pulliam felt that they have an idea of how much the drilling should be, however no contractor was apparently willing to bid on this one well. Dr. Ehlig, said that one of the issues was the use of a steel casing, if pvc could be used that would reduce the cost, however, there was uncertainty whether this would be a dry well. He suggested an experimental well which could be done for considerably less. Member Lyon moved, seconded by Member Brooks to reject the bid. Motion carried. It was the consensus that staff should find some method for implementing an exploratory well project. CHARLES ABBOTT - RDA's PROFESSIONAL SERVICES AGREEMENT EXTENSION (1204 X 1900) Lois Larue stated her opposition to the agreement with Charles Abbott Associates. Board discussion centered on clarification that the contractor is not obligated to serve under the terms of the contract until 1996, that the contract allows them to ask for a rate increase after June 30, 1995, and whether there was any information on other bidders for this contract. Additional Board inquiries focused on whether the contract was within budget; and, the impact of the requested increase on the budget; Charles Abbott said he had requested the rate increase since their public works contract would be expiring in 1996 and that they would be willing to accept an increase consistent with the rate of inflation. Chairman Byrd moved, seconded by Member Brooks to extend the contract for one year; that the 1996 rates remain at the current rate; that the rates for 1996-97 for the additional year would be I/ the same as the rates for the City's public works contract with the proviso that if that increase is denied when considered by the Council, that the request for a rate increase for RDA work would also be denied.
