RDA MINS 19950404 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING APRIL 4, 1995 At 9:25 P.M. The Rancho Palos Verdes Redevelopment Agency was called to order by Chairman Lee Byrd. PRESENT: LYON, McTAGGART, BROOKS AND CHAIR BYRD ABSENT: NONE Also present were Executive Director Paul Bussey, Assistant Executive Director Pamela Antil, Director of Planning & Building Bret Bernard, Public Works Director Trent Pulliam, Agency Secretary Jo Purcell, and Agency Attorney Carol Lynch. APPROVAL OF AGENDA Member Brooks moved, seconded by Member Lyon, to approve the agenda as presented. Motion carried. APPROVAL OF CONSENT CALENDAR Speaking to the minutes of February 7 was Lois Larue, 3136 Barkentine Road. At the request of Member Lyon, the Register of Demands was moved to follow discussion of the Regular Business. The remainder of the Consent Calendar was approved on motion of Member Brooks, seconded by Member McTaggart and carried. WAIVER OF READING Adopted a motion to waive reading in full of all ordinances and resolutions adopted at the meeting with consent to the waiver of reading deemed to be given by all Members after the reading of the title. MINUTES Adopted the minutes of February 7, 1995. (602) # # # # RESOL. NO. RDA 95-06 - EMERGENCY RELOCATION OF THE HALF-ROUND DRAINAGE PIPE - RESOL NO. RDA 95-07 - EMERGENCY REPAIR IN THE PORTUGUESE BEND LANDSLIDE (1900 X 1204) Public Works Director Pulliam presented the April 4 staff report and the recommendation to adopt a resolution of the Rancho Palos Verdes Redevelopment Agency for the emergency relocation of the Half-Round Drainage Pipe and (2) Adopt a resolution of the Rancho Palos Verdes Redevelopment Agency amending the Budget Appropriation for FY 1994-95 to fund emergency repair in the Portuguese Bend Landslide. Lois Larue gave an account of her 1994 tour of the landslide area with Dr. Ehlig and the Planning Commission. Member Brooks moved, seconded by Member McTaggart, to adopt RESOLUTION NO. RDA 95-06 OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY FOR THE EMERGENCY RELOCATION OF THE HALF-ROUND DRAINAGE PIPE. The motion carried on the following roll call vote: AYES: LYON, McTAGGART, BROOKS & CHAIRMAN BYRD NOES: NONE Member Brooks moved, seconded by Member McTaggart to ADOPT RESOLUTION NO. RDA 95-07 OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY AMENDING THE BUDGET APPROPRIATION FOR FY 1994-95 TO FUND EMERGENCY REPAIR IN THE PORTUGUESE BEND LANDSLIDE. The motion carried on the following roll call vote: AYES: LYON, McTAGGART, BROOKS & CHAIRMAN BYRD NOES: NONE RESOL. NO. 95-08 REGISTER OF DEMANDS (602) Responding to Member Lyon's inquiry about the GPS monitoring costs as listed on the Register Demands, Director Pulliam reported that those costs were for additional readings that were taken during the implementation of the program; that such expenses were anticipated and that there were adequate funds in the budget for these charges. Member Lyon then moved, seconded by Member Brooks to adopt RESOLUTION NO. RDA 95-08 - THE REGISTER OF DEMANDS. AUDIENCE COMMENTS: Lois Larue questioned the efficacy of not running the drain pipes down all the way to the ocean. Staff reported that in the budget for fiscal year 1995-96, the portion of the pipe between Palos Verdes Drive South and the area where the beach canyon is eroded a new flexible pipe will be installed; additionally, that the placement of the pipe has been discussed with Dr. Ehlig, and it is his opinion that there is no need to fill the canyon or place the pipe down to the ocean because it does not affect the stability of the landslide. Prior to the placement of the pipe, however, another report will be prepared and -2- REDEVELOPMENT AGENCY MINUTES APRIL 4 , 1995 a policy decision will have to be made as to whether the design is appropriate.
