ADJOURNED REGULAR MEETING

Immediately following the City Council meeting, the Rancho Palos
Verdes Redevelopment Agency was called to order by Chairman Lee
Byrd.
PRESENT: LYON, McTAGGART, BROOKS, AND CHAIR BYRD
ABSENT: NONE
Also present were Executive Director Paul Bussey, Assistant
Executive Director Pamela Ant i l, Director of Planning Bret Bernard,
Agency Secretary Jo Purcell and Agency Attorney Carol Lynch.
APPROVAL OF AGENDA: Member Byrd moved, seconded by Member
McTaggart, to approve the agenda as presented. Motion carried.

ARMY CORPS - SHORELINE PROTECTION FEASIBILITY STUDY - CONTRACT
WITH CHARLES ABBOTT ASSOCIATES (1101 x 1900)
Assistant Director Antil presented the staff memorandum of December
20 and the following recommendations: (1) TERMINATE THE SEPTEMBER
6, 1994 AGREEMENT BETWEEN CHARLES ABBOTT ASSOCIATES AND THE AGENCY
WHICH ENCOMPASSED ONLY THE PHASE I WORK RELATED TO THE SHORE
PROTECTION FEASIBILITY STUDY AND AUTHORIZE THE CHAIR AND THE AGENCY
SECRETARY TO EXECUTE A NEW AGREEMENT WITH CHARLES ABBOTT ASSOCIATES
TO CONDUCT ALL OF THE IN-KIND SERVICES (PHASE I, PHASE II AND OTHER
MISCELLANEOUS TASKS) ON BEHALF OF THE REDEVELOPMENT AGENCY FOR A
COST NOT TO EXCEED $320, 000 OVER THE NEXT THREE FISCAL YEARS.
Speaking in opposition to this recommendation was Lois Larue who
suggested that the work be done instead by the Public Works
Department.
Board discussion clarified that the only time there is
congressional involvement in this matter is at the time
I/ appropriations are requested and that CMANC has made appearances
before the Appropriations Committee on behalf of the City.
Additionally, it was stated that Charles Abbott Associates, on
behalf of the Agency, may not exceed the Corps' established cost
line items without prior approval by the Corps' Project management
staff.
Member McTaggart moved, seconded by Member Brooks to approve the
staff recommendation. Motion carried on the following roll call
vote:
AYES: LYON, BROOKS, McTAGGART & BYRD
NOES: NONE
It was the consensus that staff should provide the Board with
monthly status reports on this project.
ADJOURNMENT: At 11: 00 P.M. the meeting adjourned on motion of
Member McTaggart.
