RDA MINS 19940906 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING SEPTEMBER 6, 1994 Following the City Council meeting, the Redevelopment Agency meeting was called to order by Chairman Steven T. Kuykendall. PRESENT: BYRD, McTAGGART, LYON, BROOKS AND CHAIRMAN KUYKENDALL ABSENT: NONE Also present were Executive Director Paul Bussey, Assistant Executive Director Pamela Antil, Director of Planning, Building & Safety and Code Enforcement Bernard, Associate Planner Donna Jerex, Agency Attorney Carol Lynch, Agency Secretary Jo Purcell, and Public Works Director Trent Pulliam. APPROVAL OF AGENDA: The agenda was approved on motion of Member Brooks, seconded by Member Byrd. Motion carried. APPROVAL OF CONSENT CALENDAR: The consent calendar was approved as follows on motion of Member Brooks, seconded by Member McTaggart. WAIVER OF READING WAIVED READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ADOPTED AT THIS MEETING WITH CONSENT TO THE WAIVER DEEMED TO BE GIVEN BY ALL MEMBERS AFTER THE READING OF THE TITLE. MINUTES APPROVED THE MINUTES OF AUGUST 16, 1994. REGISTER OF DEMANDS - RESOL. NO. RDA 94-11 ADOPTED RESOL. NO. RDA 94-11. Motion to approve the consent calendar carried on the following roll call vote: AYES: BYRD, McTAGGART, LYON, BROOKS & CHAIRMAN KUYKENDALL NOES: NONE ABSTAIN: LYON ON THE MINUTES OF AUGUST 16, 1994 . I/# # # # # # # USE OF HOUSING SET ASIDE FUNDS Associate Planner Donna Jerex presented the staff report of September 6, 1994 and the following recommendation: (1) That the board concur with the recommendation made by the City's housing consultant with regard to Redevelopment Agency Set Aside Funds for Affordable Housing; and (2) Direct staff (including the City's Housing Consultant) to proceed with preparation of a housing set aside implementation plan to comply with State requirements. Sandra Genis, Planning Resources, summarized her August 30, 1994 report entitled Potential Housing Programs which detailed the three basic responsibilities of the Agency to have a housing set-aside requirement, an inclusionary requirement and a replacement requirement. Additionally, this report outlined certain potential programs on which to use available low and moderate income housing fund: affordability write-downs; new development; off-site improvements, transfers to other agencies, housing rehabilitation, a first-time home buyer program, and rental and mortgage assistance. Concluding her report, Ms. Genis said that Low and Moderate Income (LMI) funds may be expended for very low, low, and moderate income housing. However, because the City is under pressure to provide additional housing for lower income groups, she suggested that LMI funds primarily be targeted programs for lower income households and that the funds be utilized for housing programs within the City rather than transferred to another jurisdiction. This would assist the City in meeting its share of regional housing needs. Recognizing the limited funding and staff time available, she suggested that the Agency focus its housing program efforts on affordability write-downs for existing units and combined efforts with new developers for inclusionary units. Any such programs would involve close examination of project financing in order to ensure maximum benefit for any funds expended. She further suggested that the City and Agency consider enrollment in the Mortgage Credit Certificate program inasmuch as first-time home buyer assistance could be provided for a minimal fee and involve Rancho Palos Verdes RDA Minutes September 6, 1994 Page 2 minimal City staff time. Representing Friends of the Bend was Kathy Snell, 8 Vanderlip Drive, requested that the City give this money back to the State. Member Lyon moved, seconded by Chairman Kuykendall to adopt the staff recommendation. Motion carried on the following roll call vote: AYES: BYRD, McTAGGART, BROOKS, LYON & KUYKENDALL NOES: NONE U. S. ARMY CORPS OF ENGINEERS - SHORE PROTECTION FEASIBILITY STUDY (1101 X 1900) Assistant Executive Director Pam Antil presented the staff report of September 6 and the following recommendations: (1) Authorize the Agency Chair and Secretary to execute an agreement with the U. S. Army Corps of Engineers to conduct the Shore Protection Feasibility Study at a cost to the RDA not to exceed $800, 000 over the next three years. (The total cost of the study is estimated not to exceed $1.6 million with the Corps and the RDA sharing in the costs fifty-fifty. ) (2) Authorize the Agency Chair and Secretary to execute an agreement with Charles Abbott Associates to conduct Phase I (Acoustic Profiling and Scuba Mapping) of the Study's geotechnical work at a contract cost not to exceed $60, 000. (3) Authorize Charles Abbott Associates to begin the Phase I (Acoustic Profiling and Scuba Mapping) work prior to the final signing of the agreement by the U. S. Army Corps of Engineers at a cost not to exceed$60,000 with the costs and scope of work subject to final approval by the U. S. Army Corps of Engineers and the Executive Director. A brief Board discussion clarified that this was an item approved during one of the budget work sessions. Kathy Snell, 8 Vanderlip, spoke in opposition to this work being performed by the Army Corps. Lois Larue, 3136 Barkentine Road, spoke in opposition to this project. Member Byrd moved, seconded by Member McTaggart to approve the staff recommendation. Lois Larue, 3136 Barkentine, reported that she did not get her RDA agenda in the press packet.
