RDA MINS 19940802 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING 11/ AUGUST 2, 1994 Following the City Council meeting, the Redevelopment Agency was called to order by Chairman Kuykendall. PRESENT: BYRD, McTAGGART, BROOKS, LYON & CHAIRMAN KUYKENDALL Also present were Executive Director Paul Bussey, Assistant Executive Director Pamela Antil, Director of Public Works Trent Pulliam, Director of Planning Bret Bernard, Agency Secretary Jo Purcell and Agency Attorney Carol Lynch. APPROVAL OF AGENDA: Member McTaggart moved, seconded by Member Byrd to approve the agenda as presented. Motion carried. APPROVAL OF CONSENT CALENDAR: Member Brooks moved, seconded by Member McTaggart to approve the Consent Calendar as follows: WAIVER OF READING ADOPTED A MOTION TO WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ADOPTED AT THE MEETING WITH CONSENT TO THE WAIVER OF READING DEEMED TO BE GIVEN BY ALL MEMBERS AFTER THE READING OF THE TITLE. MINUTES (301) Approved the minutes of July 5, 1994 and amended the already approved minutes of April 18, 1994 to reflect correction in the testimony given by Jeanne Smolley regarding the Sewer District Design. REGISTER OF DEMANDS (602 x 1900) Adopted Resol. No. RDA 94-9. DEWATERING WELLS - REJECTION OF BIDS (1204 x 1900) Rejected the bid from Beylik Drilling, Inc. and directed staff to revise the bid documents and solicit new bids for well Nos. 1 through 6. ABALONE COVE SANITARY SEWER - DESIGN REVISIONS (1204 X 1900) Authorized an expenditure in the amount of $12,500 for Consoer Townsend and Associates to make revisions to the Abalone Cove Sanitary Sewer System Design. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: BYRD, LYON, McTAGGART, BROOKS & CHAIRMAN KUYKENDALL NOES: NONE # # # # # # # ABALONE COVE DEWATERING WELL PROJECT - ADOPTION OF MITIGATION NEGATIVE DECLARATION (1203 x 1900) Chairman Kuykendall announced the public hearing open on this CEQA mandated environmental review of a proposal to drill, test and equip six new dewatering wells in the Abalone Cove landslide area. Senior Planner Joel Rojas summarized the August 2 staff report stating that in accordance with the State and Local CEQA guidelines, a draft Initial Study/Mitigated Negative Declaration (MND) was prepared and circulated for public review which found no substantial evidence in light of the whole record that the proposed dewatering well project, with mitigation measures, would have a significant impact on the environment. Staff had reviewed all of the public comments received on the Draft MND and determined that the comments and information submitted do not warrant findings of additional significant impacts or additional mitigation measures, and as a result no changes to the findings and determinations of the Draft MND/Initial Study are necessary. Therefore, staff recommended that the RDA Board adopt the final Mitigated Negative Declaration and accompanying Mitigation Monitoring Program. Member McTaggart moved, seconded by Member Byrd to approve the staff recommendation to ADOPT RESOL. NO. RDA 94-10 THEREBY ADOPTING A MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING PROGRAM FOR THE RDA PROPOSED ABALONE COVE DEWATERING WELLS PROJECT, PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) . The option carried on the following roll call vote: AYES: BYRD, LYON, McTAGGART, BROOKS & CHAIRMAN KUYKENDALL NOES: NONE ADJOURNMENT: At 9:35 P.M. the meeting adjourned to Tuesday, August 16 on motion of Member McTaggart.
