REGULAR MEETING
MAY 3, 1994
Following the City Council meeting, the meeting of the City of
Rancho Palos Verdes Redevelopment Agency was called to order at
10:25 P.M. by Chairman Kuykendall.
PRESENT: BYRD, McTAGGART, LYON, BROOKS, AND CHAIR KUYKENDALL
ABSENT: NONE
Also present were Executive Director Paul D. Bussey, Assistant
Executive Director Pamela Antil, Director of Public Works Trent
Pulliam, Director of Planning Bret Bernard, Agency Secretary Jo
Purcell, and Agency Attorney Carol Lynch.
APPROVAL OF AGENDA:
Member McTaggart moved, seconded by Member Byrd to approve the
agenda as presented. Motion carried.
APPROVAL OF CONSENT CALENDAR:
Speaking to several items on the register of demands was Lois
Larue, 3136 Barkentine Road.
The Board recommended that Ms. Larue ask these question of staff
prior to the meeting
Member Lyon requested to see the dewatering inspection reports.
The Consent Calendar was approved as follows on motion of Member
Brooks, seconded by Member Byrd.
Waived reading in full of all ordinances and resolutions
adopted at this meeting with consent to the waiver of reading
deemed to be given by all members after the reading of the title.

The motion to approve the Consent Calendar carried on the following
roll call vote:

GLOBAL POSITIONING SYSTEMS (GPS) MONITORING OF LANDSLIDE (1900)
Charles Abbott of Abbott Associates, Inc. presented the memorandum
of May 3 and the recommendation to authorize installation of 20
additional GPS survey monitoring stations and to retrofit the
existing stations to allow continuous monitoring of slide movement.
Mr. Abbott went on to summarize his memorandum which gave
background information on the monitoring network in the Portuguese
Bend Landslide (PBL) , an analysis of the monitoring capabilities
that this proposed GPS equipment and how it was more effective than
the present system which was installed by Los Angeles County and
which costs the Agency approximately $13 ,000 annually.
Additionally, this report contained a fiscal analysis of the
initial setup of the system and the cost of routine monitoring.
Mr. Abbott then continued and summarized the April 25, 1994
memorandum from Dr. Perry L. Ehlig which contained technical
details for establishing a permanent GPS movement monitoring
network within the landslide moratorium area.
Next, Member Byrd reported that both he and Mr. Abbott met with
Magnavox to discuss this matter and that Leica had agreed to
provide the software for this program to the Agency at no cost
basis and, initially, they will help establish the location of up
to 62 monitoring sites. This monitoring system will provide
information on the effectiveness of the abatement procedures and
show if the dewatering program is slowing down land movement. It
will also help determine the location of slide movement.
Member McTaggart moved, seconded by Member Byrd to adopt the
recommendation to authorize the installation of 18 new GPS
monitoring stations and the retrofitting of 22 established and
existing Los Angeles County surveying sites to GPS monitoring
stations. Also, authorize the monitoring of these stations, in
addition to the 18 existing GPS monitoring stations (total of 58
GPS stations) on a continuing basis. Additionally, that the
funding for this would come out of last year's left over survey
money. Motion carried.
Lois Larue, 3136 Barkentine Road, stated her support for this
monitoring system.
ADJOURNMENT: At 10:55 P.M. the meeting adjourned to 7: 00 P.M.
Monday, May 16 for a budget work session to be held at the
Community Room at City Hall. Motion made by Chairman Kuykendall.
