RDA MINS 19940419 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING APRIL 19, 1994 Following the City Council meeting, the Redevelopment Agency meeting was called to order at 8:35 P.M. by Chairman Steven T. Kuykendall. PRESENT: BYRD, McTAGGART, LYON, BROOKS AND CHAIRMAN KUYKENDALL ABSENT: NONE Also present were Executive Director Paul Bussey, Assistant Executive Director Pamela Antil, Director of Planning, Building & Safety and Code Enforcement Bernard, Agency Attorney Carol Lynch and Agency Secretary Jo Purcell. APPROVAL OF AGENDA: The agenda was approved on motion of Member Byrd, seconded by Member Brooks. Motion carried. APPROVAL OF CONSENT CALENDAR: The consent calendar was approved as follows on motion of Member Brooks, seconded by Member McTaggart. WAIVER OF READING WAIVED READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ADOPTED AT THIS MEETING WITH CONSENT TO THE WAIVER DEEMED TO BE GIVEN BY ALL MEMBERS AFTER THE READING OF THE TITLE. MINUTES APPROVED THE MINUTES OF MARCH 1, 1994. Motion to approve the consent calendar carried on the following roll call vote: AYES: BYRD, McTAGGART, LYON, & BROOKS NOES: NONE ABSTAIN: KUYKENDALL on the minutes of March 1, 1994. # # # # # # # CORPS OF ENGINEERS' FEASIBILITY STUDY (1900) Charles Abbott of Charles Abbott & Associates, Inc. presented the April 19 staff memorandum and the recommendation to consider proceeding with the U.S. Army Corps of Engineers in conducting the shore protection feasibility study. Mr. Abbott reviewed his March 24, 1994 memorandum on the subject of the Feasibility Study which contained general background information on the Portuguese Bend Landslide dating back to 1956 as well as bar graphs showing the cost of maintaining Palos Verdes Drive South within the Portuguese Bend Landslide, a comparison of the cost of maintaining one mile of street through the landslide versus other arterial in the City, the original cost estimate for stabilization of the Portuguese Bend Landslide, and a chart depicting the Abalone Cove Panel of Experts 1984 Stabilization Plan. Also contained in the report were charts measuring the rate of movement (feet per year) for the Portuguese Bend Landslide for both the Central and Coastal monitoring stations from May 1984 through August 1993 . Concluding his report, Mr. Abbot said that shore protection is needed if the slide is to be stopped; that the cost for this protection would be approximately 14 million dollars; and, that the Feasibility Study being proposed would be an agreement between the Army Corps of Engineers and the City to assure the Corps that the City is willing to pay a share of the study cost. Lois Larue spoke against the City's participation in the Feasibility Study. After the Board's discussion of the recognition that this project is finally getting from some members of Congress and the Army Corps of Engineers, Member McTaggart moved, seconded by Member Brooks to approve the staff recommendation to participate with the U.S. Army Corps of Engineers in conducting the Shore Protection Feasibility Study. Executive Director Bussey stated that if the Agency decides to proceed with this study and the project is determined to be feasible and funding is available, that the Agency would be expected to use some of the stabilized public land for revegetation of the gnatcatcher habitat. The Board continued its discussion and focused on whether this was an appropriate expenditure of City funds, if indeed the slide could ever be stabilized, whether the benefits of this project outweighed the costs, the benefit derived by the properties above Palos Verdes Drive South from this stabilization, and if some assessment could REDEVELOPMENT AGENCY MINUTES APRIL 19, 1994 PAGE 2 be considered because of the stabilization. With regard to the $700, 000 contribution by the City the suggestion was made that staff should determine if Horan funds could be used for this project and whether past expenditures could be considered as in- kind contributions. Lastly, it was pointed out how this expenditure would result in up to 20 million dollars in funding for stabilization and protection of this area. The motion to approve the staff recommendation carried on the following roll call vote: AYES: BYRD, McTAGGART, BROOKS & CHAIRMAN KUYKENDALL NOES: LYON AUDIENCE COMMENTS FOR ITEMS NOT ON THE AGENDA: Richard Bara, 1 Peppertree Drive, commended and thanked the Board for the April 18 meeting. Lois Larue, 3136 Barkentine Road, spoke about the drain in Portuguese Bend. ADJOURNMENT: At 9:25 P.M. the meeting adjourned on motion of Member Brooks.
