RDA MINS 19940405 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING APRIL 5, 1994 Following the City Council meeting, the Redevelopment Agency meeting was called to order by Chairman Kuykendall at 9:00 P.M. PRESENT: McTAGGART, LYON, BROOKS & CHAIRMAN KUYKENDALL ABSENT: BYRD APPROVAL OF AGENDA: Member Brooks moved, seconded by Member McTaggart to approve the agenda. Motion carried. APPROVAL OF CONSENT CALENDAR: Staff requested that the item pertaining to the wells in the Abalone Cove Landslide area be removed from the Consent Calendar to be discussed as a regular item. Lois Larue, 3136 Barkentine Road, spoke to several items on the register of demands and objected to having one RDA meeting per month. Member Brooks moved, seconded by Member Lyon to approve the consent calendar as follows: WAIVER OF READING Adopted a motion to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all members after the reading of the title. MINUTES Approved the minutes of February 1, 1994. RESOL. NO. RDA 94-4 ADOPTED RESOL. NO. RDA 94-4 THE REGISTER OF DEMANDS. PORTUGUESE BEND RIDING CLUB - ACCEPTANCE OF EASEMENT AGREEMENT (1) Accepted the easement from the Portuguese Bend Riding Club for the purpose of installing a drainage pipe(s) on the riding club's property to carry water pumped from dewatering wells. (2) Directed the Agency Secretary to record said easement. MAINTENANCE AGREEMENT - ACLAD Approved the proposed maintenance agreement between the Redevelopment Agency and the Abalone Cove Landslide Abatement I/ District; and, authorized the Chairman and Agency Secretary to execute the agreement. The motion to approve the consent calendar carried on the following roll call vote: AYES: McTAGGART, LYON, BROOKS, & CHAIRMAN KUYKENDALL NOES: NONE ABSTAIN: BROOKS ON THE MINUTES OF FEBRUARY 1, 1994 . ABSENT: BYRD # # # # # # # AUTHORIZATION TO SOLICIT BIDS FOR NEW WELLS IN ACLAD AREA Public Works Director Pulliam presented the staff report of April 5 and the recommendation to authorize staff to solicit bids for the installation of six new dewatering wells, the testing of the six new wells plus one existing well, and equipping of the new wells and one existing well. Executive Director Bussey reported that the Agency was in receipt of a letter from Kathy Snell regarding the use of Monaghan well and requesting that adequate environmental investigation be conducted to protect the spring in that area. While that well is being treated differently than the others, Mr. Bussey reported that possible mitigation measures for this particular well have not yet been determined. Ms. Snell will be informed of the City's actions. Lois Larue, 3136 Barkentine, said that the spring in that area is used by wildlife. ADJOURNMENT: At 9: 15 P.M. the meeting adjourned to April 18, 1994 at Ladera Linda for a Work Shop on design of a sanitary sewer district.
