ADJOURNED REGULAR MEETING
MAY 1, 1993
The meeting of the City of Rancho Palos Verdes Redevelopment Agency
convened in an adjourned regular session at 9:55 A.M. on Saturday,
May 1, 1993, in the Fred Hesse Community Center, 29301 Hawthorne
Boulevard.
PRESENT: KUYKENDALL, McTAGGART, BACHARACH AND CHAIR BROOKS
ABSENT: NONE
Also present were Executive Director Bussey, Assistant to the
Executive Director Pamela Antil, Director of Public Works Trent
Pulliam, Director of Environmental Services Bret Bernard, Agency
Attorney Carol Lynch, Director Finance Brent Mattingly and Parks
and Recreation Administrator Ron Rosenfeld.
APPROVAL OF AGENDA
The agenda was approved as presented.
APPROVAL OF CONSENT CALENDAR
The consent calendar was approved as written.
Adopted a motion to waive full reading of all ordinances and
resolutions adopted at the meeting with consent to the waiver of
reading deemed to be given by all board members after the reading
of the title.
REGULAR BUSINESS
1993-94 FISCAL YEAR BUDGET
City Manager Bussey presented the staff report. He elaborated on
the proposed RDA budget for fiscal year 1993-94.
During an extensive review of the proposed budget, Council asked
that staff compile a loan summary sheet showing the amount loaned
to the RDA by the City and that such information be summarized in
the budget document. Upon a request from Council, City Manager
Bussey supplied clarification with regard to the process whereby
the City loans money to the RDA.
In answer to questions from Council, Finance Director Mattingly
indicated that staff will obtain background information on
miscellaneous revenue received during the past year.
The continued deterioration of Palos Verdes Drive South was noted
by Council. City Manager Bussey explained the funding for the
general maintenance of Palos Verdes Drive South. Council discussed
whether road projects in the Redevelopment area should be funded
through the RDA. City Manager Bussey confirmed that staff will
examine how funding for the road projects should be shown in the
budget.
During discussion of capital outlay and improvements, Council
requested that information about the anticipated longevity of the
improvements and the reasoning behind them be explained in the
budget. Charles Abbott of Charles Abbott and Associates came
forward to provide input in that regard.
Council suggested that the City closely monitor the future of the
Flying Triangle Landslide area and that there be a continued effort
to work with other cities located adjacent thereto.
