RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
NOVEMBER 17, 1992
Following the City Council meeting, the Redevelopment Agency
Meeting was called to order at 8: 10 P.M. by Chairman McTaggart.
PRESENT: BROOKS, RYAN, KUYKENDALL, BACHARACH, AND
CHAIR McTAGGART
Also present were Executive Director Paul Bussey, Assistant to the
City Manager Pamela Antil, Director of Environmental Services
Dudley Onderdonk, Public Works Director Trent Pulliam, Agency
Attorney Carol Lynch, and City Clerk Jo Purcell.
APPROVAL OF AGENDA
The agenda was approved on motion of Member Brooks, seconded by
Member Kuykendall.
CONSENT CALENDAR
The consent calendar was approved as follows on motion of Member
Ryan, seconded by Member Brooks.
Waived reading in full of all ordinances and resolutions adopted at
the meeting with consent to the waiver of reading deemed to be
given by all Board Members after the reading of the title.
RESOLUTION NO. 92-24 REGISTER OF DEMANDS
Adopted RESOLUTION NO. 92-24 OF THE RANCHO PALOS VERDES
REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS AND
SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the consent calendar carried on the following
roll call vote:

ANALYSIS OF EXISTING TECHNICAL DATE TO DETERMINE POSSIBLE ARTESIAN
PRESSURE (1900)
The staff memorandum of November 17th was presented by Director
Pulliam and the recommendation was to authorize the expenditure of
$17, 000 to the Technical Panel members for analysis of geophysical,
lithological, pieziometric, and slope indicator data to determine
if possible artesian pressure lies beneath the lower portion of the
slide.
Director Pulliam went on to explain that the Technical Panel
believes that evidence exists indicating there may be artesian
water pressure beneath the lower portion of the slide area. This
evidence suggests that relief of this potential artesian pressure
may be an important and cost effective method of stabilization and
that the geological and geophysical evidence for these pressures
need to be reviewed.
Relative to the Technical Panel Members working on this project
themselves, Council inquired whether Dr. Perry Ehlig would be doing
any of the work; whether this work could be done by an outside firm
instead of the Technical Panel; the restrictions placed on who
could do the work by the Horan settlement; if the Judge in this
matter was aware of the problem existing with the Technical Panel
recommending work and subsequently performing and being paid for
that work; and, if this was an issue that should be brought to the
Judge's attention so it could be changed.
In response to the Board Members questions, Director Pulliam
explained the technical background on the well which is giving this
anomalous data.
Charles Abbottt, of Charles Abbottt Associates, said that this well
has been in place for a year and explained the data collected from
the well surveys and the fact that the Panel has a divided opinion
on the existence of this artesian pressure. He said that all of
this investigation relates to toe berm protection and thus the
reason for collecting this data.
Lois Larue, 3136 Barkentine Rd. , spoke relative to Dr. Ehlig's
position and the pay he receives from the City.
Staff explained that Dr. Ehlig has been paid by the City for
certain work, that he does bill for attendance at the Panel of
Experts meetings, that the money is donated to a fund Cal State Los
Angeles, and that he does hundreds of hours of free work for the
City in addition to that.
Member Bacharach, seconded by Member Ryan to approve the staff
recommendation and also that staff speak with the Judge and explain
the situation of having the Panel of Experts recommending a
project, performing that project themselves, and, then getting paid
for that work. The motion carried on the following roll call
vote:

ALTAMIRA CANYON STORM DRAIN PROJECT (1900)
Director of Public Works Pulliam presented the staff memorandum of
November 17 and the recommendation to authorize staff to contract
with Charles Abbott Associates on a time and materials basis not to
exceed $10, 000 to prepare a pre-design report for the channel
portion of Altamira Canyon from the head of the Abalone Cove Slide
to the ocean outlet.
Giving further background on this item Director Pulliam said that
at the October 15, 1992 meeting the Abalone Cove Panel of Experts
recommended approving preparation of the design for the Altamira
Canyon Storm Drain project. Accordingly, an environmental
assessment of the project would be required necessitating
preparation of a pre-design report to establish the alternative
alignments and improvements of the Altamira Canyon channel
facilities. He went on to report that the final design could be
completed and used as a basis for the environmental assessment.
However, there was a risk to this approach because no alternative
considerations could be included in a final design. He concluded
by stating a pre-design format was necessary for the environmental
assessment process.
Lois Larue, 3136 Barkentine Rd. , expressed her concern about the
installation of this storm drain at the bottom of the canyon since
she felt that something should be done at the top of Abalone Cove.
Member Bacharach moved, seconded Member Brooks to approve the staff
recommendation. The motion carried on the following roll call
vote:
