REGULAR MEETING
APRIL 21, 1992
The meeting was called to order at 1: 15 A.M. at the Hesse Park
Community Center, 29301 Hawthorne Boulevard, by Chairman McTaggart.

Also present were Executive Director Paul Bussey, Deputy Executive
Director Mark Rohloff, Acting Environmental Services Director
Carolynn Petru, Director of Public Works Catherine Reed, Agency
Attorney Carol Lynch, and Agency Secretary Jo Purcell.
APPROVAL OF AGENDA
The agenda was approved on motion of Member Bacharach, seconded by
Member Kuykendall and carried.
CONSENT CALENDAR
The consent calendar was approved as follows on motion of Member
Bacharach, seconded by Member Kuykendall.
Waived reading in full of all ordinances and resolutions adopted at
the meeting with consent to the waiver of reading deemed to be
given by all Board members after the reading of the title.
RESOLUTION NO. RDA 92-8 - REGISTER OF DEMANDS
Adopted RESOLUTION NO. RDA 92-8 ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the consent calendar carried on the following
roll call vote:

UPPER NARCISSA DRIVE AND SWEETBAY ROAD - CULVERTS (1900)
Public Works Director Reed presented the staff memorandum of April
21st and presented the following alternatives: (1) Notify the
Portuguese Bend Homeowners Association that the repairs are solely
their responsibility. (2) Authorize a total contract expenditure
of $39,475 for the repair work, the City enter into an agreement
with the Homeowners Association stating that upon completion of the
repairs, the maintenance of the culverts will be the responsibility
of the Homeowners Association in perpetuity. This amount includes
$24,975 contract with Noveco, a 10% contingency in the amount of
$2,500, $2, 000 for inspection and administration and $10, 000 for
grouted riprap of the channel.
Speaking to this item was Sharon Hegetschweiler, 6 Clovetree P1. ,
representing the Portuguese Bend Community Association, she stated
that the Homeowners Association would be happy to take control of
this structure if it is properly constructed. She suggested that
the association be allowed to hire a professional to sign off on
the plan of the proposed culvert, in which case they would take
responsibility for the drainage system. She stated her concerns
for hiring the firm that initially installed this culvert.
The Board then discussed if it would be possible to have this job
done at a lower rate if it was not done on an emergency basis and
cited the importance of getting the pipe out of the area. Concern
was expressed that perhaps there might be another storm or high
tide and the potential for damage in such a case.
Member Kuykendall moved, seconded by Member Ryan to approve the
alternative No. 2 . With the condition that the engineer for
Homeowners Association approve the plans. The motion carried on
the following roll call vote:

Staff stated that a funding resolution for this item would be
brought back on the next agenda.
STATUS OF DIRECTIVES
No changes were made to the document as presented.

At 1: 35 A.M. the meeting adjourned on motion of Board Member
Bacharach, seconded by Member Kuykendall.
