REGULAR MEETING
JANUARY 21, 1992
The meeting was called to order at 11:55 P.M. at the Hesse Park
Community Center, 29301 Hawthorne Boulevard, by Chairman McTaggart.
PRESENT: BROOKS, RYAN, KUYKENDALL, BACHARACH, AND
CHAIR McTAGGART
Also present were Executive Director Paul Bussey, Deputy Executive
Director Mark Rohloff, Acting Director of Environmental Services
Carolynn Petru, Director of Public Works Catherine Reed, Agency
Attorney Carol Lynch, and Agency Secretary Jo Purcell.
APPROVAL OF AGENDA
The agenda was approved on motion of Member Kuykendal l, seconded by
Member Ryan.
CONSENT CALENDAR
The Consent Calendar was approved as follows on motion of Member
Brooks, seconded by Member Ryan.
Waived reading in full of all ordinances and resolutions adopted at
the meeting with consent to the waiver of reading deemed to be
given by all Board Members after the reading of the title.
MINUTES
Approved the minutes of November 23, 1991, December 3 , 1991, and
January 7, 1992 .
RESOLUTION NO. RDA 92-2 - REGISTER OF DEMANDS
Adopted RESOLUTION NO. RDA 92-2 ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the following
roll call vote:
AYES: BROOKS, RYAN, KUYKENDALL, BACHARACH AND CHAIR McTAGGART
AWARD OF BID-ABALONE COVE INVESTIGATIVE BORING (1900)
The staff memorandum of January 21st was presented by Public Works
Director Reed. Staff recommendation was to award the Abalone Cove
Investigative Boring Project to Layne Environmental in the amount
of $34,850 plus provide a 10% contingency for a total of $38, 335.
Member Bacharach moved, seconded by Member Kuykendall to approve
the staff recommendation. The motion carried on the following roll
call vote:

STATUS OF DIRECTIVES
Chairman McTaggart reported on his meeting with Mr. Ed Heidig, the
California Director of Conservation, and how efforts are continuing
to get the support of the Army Corp support for a reconnaissance
study.
Lois Larue, 3136 Barkentine Rd. , referred to an article from the
Los Angeles Times about City Geologist Perry Ehlig. In particular
she expressed concern about the performance of the plastic pipe
during recent storm activity.

seconded by Member Brooks.
