RDA MINS 19911001 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING OCTOBER 1, 1991 The meeting was called to order at 12 :31 A.M. at the Hesse Park Community Center, 29301 Hawthorne Boulevard, by Chairman Hinchliffe. PRESENT: BACHARACH, HUGHES, McTAGGART, RYAN, AND CHAIR HINCHLIFFE Also present were Acting Executive Director Mark Rohloff, Director of Environmental Services Robert Benard, Public Works Director Catherine Reed, Agency Attorney Carol Lynch, Director of Recreation and Parks Mary Thomas and Agency Secretary Jo Purcell. APPROVAL OF AGENDA The agenda was approved on motion of Member Bacharach, seconded by Member Hughes. CONSENT CALENDAR The consent calendar was approved as follows on motion of Member Bacharach, seconded by Member Hughes. Adopted a motion to waive reading in full of all ordinances and resolutions adopted at the meeting with consent to the waiver of reading deemed to be given by all Board Members after the reading of the title. Speaking to the Register of Demands was Lois Larue, who expressed her concern about the amount of billing from Charles Abbott Associates. RESOLUTION NO. RDA 91-22 - REGISTER OF DEMANDS Adopted RESOLUTION NO. RDA 91-22 ALLOWING CERTAIN CLAIMS AND DEMANDS SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the consent calendar carried on the following roll call vote: AYES: BACHARACH, HUGHES, McTAGGART, RYAN AND CHAIR HINCHLIFFE NOES: NONE ABSTAIN: HINCHLIFFE (REGISTER OF DEMANDS EXHIBIT "B") ABALONE COVE INVESTIGATIVE BORINGS (1900) Director Reed presented the staff memorandum of October 1st and the recommendation that the Board conceptually approve up to two investigative borings and authorize staff to proceed with the project. Ms. Reed explained that on July 25, 19 91 the Abalone Cove panel of experts unanimously approved the drilling of two investigative borings to obtain additional information on the landslide. It was the panel's determination that the data generated from these borings they would be better equipped to determine if additional borings were needed and the best location for those borings. The Board then discussed whether these borings were to determine where other borings were to be made. Member Hughes moved, seconded by Member McTaggart to fund up to two borings for the purpose of determining the priority of the work to be done on the abatement projects that have been established for the landslide; these borings were not to establish whether new borings were to be made but were to be done in carrying out Judge Chernow's order. Lois Larue, 3136 Barkentine Rd. , referred to a letter submitted by Mr. Robert McJones a resident of the Landslide area in which Mr. McJones disagreed with the opinion of the City Geologist Dr. Perry Ehlig. The motion to fund these borings up to $65,000 carried on the following roll call vote: AYES: BACHARACH, HUGHES, McTAGGART, RYAN, AND CHAIR HINCHLIFFE PORTUGUESE BEND LANDSLIDE MAINTENANCE (1900) Chairman Hinchliffe excused himself from discussion of this matter because of a conflict of interest. Director Reed presented the October 1st staff memorandum and the recommendation to authorize the expenditure of not to exceed $12, 000 to Palos Verdes Maintenance for Portuguese Bend Landslide Maintenance. Ms. Reed explained that the Portuguese Bend Landslide area requires periodic maintenance to provide adequate drainage. This maintenance is essential in order to prevent rainfall runoff from entering the landslide and raising the water table. Lois Larue, 3136 Barkentine Rd. , objected to the expenditure of $12, 000 to maintain Portuguese Bend Landslide area. She cited the small pipes that currently exist in the area and said that they were leaking. Member Hughes moved, seconded by Member Bacharach to approve the staff recommendation. The motion carried on the following roll -2- RDA OCTOBER 1 , 1991 call vote: AYES: BACHARACH, McTAGGART AND HUGHES NOES: RYAN ABSTAIN: HINCHLIFFE A brief discussion then ensued relative to the fact that this money would come from the General Fund of the City, however $150, 000 had been budgeted in the General Fund for the Portuguese Bend area. RESETTING REMEASUREMENT OF SURVEY MONUMENTS - ABALONE COVE, PORTUGUESE BEND AND KLONDIKE CANYON AREAS (1900) Director Reed presented the October 1st staff memorandum and the recommendation to authorize the Los Angeles County Department of Public Works (Survey Division) to reset the monuments that were removed for grading in Portuguese Bend and remeasure the monuments in Portuguese Bend, Klondike Canyon and Abalone Cove. She reported the cost of this work was not to exceed $14, 000. Lois Larue, 3136 Barkentine Rd. , spoke in opposition to this recommendation. Member McTaggart moved, seconded by Member Hughes to approve this staff recommendation. The motion carried on the following roll call vote. AYES: BACHARACH, HUGHES, McTAGGART NOES: RYAN ABSTAIN: HINCHLIFFE AUDIENCE QUESTIONS Lois Larue, 3136 Barkentine Rd. , quoted sections from the California Coastal Act, and cited what she felt were violations of that Act by the City in approving the Kajima Project.
