REGULAR MEETING
AUGUST 6, 1991
The meeting was called to order at 1:25 A.M. at the Hesse Park
Community Center, 29301 Hawthorne Blvd, by Chairman Hinchliffe.
PRESENT: BACHARACH, HUGHES, McTAGGART, RYAN AND CHAIRMAN
HINCHLIFFE
Also present were Executive Director Paul Bussey, Deputy Executive
Director Mark Rohloff, Director of Environmental Services Robert
Benard, Director of Public Works Catherine Reed, Agency Attorney
Carol Lynch and Agency Secretary Jo Purcell.
APPROVAL OF AGENDA
The agenda was approved on motion of Member Bacharach, seconded by
Member Ryan and carried.
CONSENT CALENDAR
The consent calendar was approved as follows on motion of Member
Ryan, seconded by Member Bacharach.
Adopted a motion to waive a full reading of all ordinances and
resolution adopted at the meeting with consent to the waiver of
reading deemed to be given by all Board Members after the reading
of the title.
MINUTES
Approved the minutes of July 16, 1991.
RESOLUTION NO. RDA 91-18 - REGISTER OF DEMANDS
Adopted RESOLUTION NO. RDA 91-18 ALLOWING CERTAIN CLAIMS AND
DEMANDS SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the consent calendar carried on the following
roll call vote:
AYES: BACHARACH, HUGHES, McTAGGART, RYAN, AND CHAIR
HINCHLIFFE
ABSTAIN: HINCHLIFFE (REGISTER OF DEMANDS EXHIBIT "B")
(At 1: 30 A.M. Member Hughes left the meeting. )
AUDIENCE QUESTIONS:
Responding to the Chair's call for audience questions was Lois
Larue, 3136 Barkentine Road, who expressed her concerns about the
condition of the drain pipe on P.V. Dr. South in the area of the
gabions. She said this was a long term problem and she was
concerned that the drain pipe was leaking into the landslide area.
EXECUTIVE DIRECTOR REPORTS:
Status of Directives
Executive Director Bussey presented the legislative strategy for
the Redevelopment Agency which identified several policy areas
relative to the RDA lobbying activities for the 1991-92 Fiscal
Year.
Assistant Director Rohloff further summarized the lobbying program
and concern was expressed that the Department of Fish and Game
would have to agree to the appropriateness of the feasibility study
of the shore protection project currently being considered by the
Army Corps of Engineers. The Board Members requested that staff
work with the Governor's Office on these issues. With regard to
the Board's Lobbyist in Washington D.C. concern was expressed that
since his forte is in dealing with the Congress that perhaps
another lobbyist should be considered for dealing with the various
Governmental Agencies.

At 1:45 A.M. the meeting adjourned on motion of Member McT,:ggart,
seconded by Member Bacharach and carried.
