RDA MINS 19910716 M I N U T E S RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING JULY 16, 1991 The meeting was called to order at 12:10 A.M. at the Hesse Park Community Center, 29301 Hawthorne Boulevard, by Chairman Hinchliffe. PRESENT: BACHARACH, HUGHES, McTAGGART, RYAN AND CHAIR HINCHLIFFE Also present were Executive Director Paul Bussey, Deputy Executive Director Mark Rohloff, Director of Environmental Services Robert Benard, Director of Public Works George Wentz, Agency Attorney Carol Lynch, Director of Recreation and Parks Mary Thomas and Agency Secretary Jo Purcell. APPROVAL OF AGENDA The agenda was approved on motion of Member Hughes, seconded by Member McTaggart and carried. CONSENT CALENDAR The consent calendar was approved as follows on motion of Member Bacharach, seconded by Member Hughes. Adopted a motion to waive a full reading of all ordinances and resolutions adopted at the meeting with consent to the waiver of reading deemed to be given by all Board Members after the reading of the title. MINUTES Approved the minutes of May 21, 1991. ACCEPTANCE OF GABION EXTENSION PROJECT - SUKUT CONSTRUCTION (1900) (1) Accepted as complete the gabion extension project in the amount of $287, 195.54. (2) Directed the Agency Secretary to file a Notice of Completion and to notify the Surety to exonerate the contract bonds. (3) Directed the Finance Officer to release the retention if no claims have been filed against the contractor. Speaking in regard to the acceptance of the gabion extension project was Lois Larue, 3136 Barkentine Rd. , who recommended that this approval not be granted. She reported that a portion of the gabions are now covered with soil and that the contractor should be made to remove that soil. Additionally, Ms. Larue reported on a broken storm drain. Responding to the concern about the broken storm drain, Public Works Director George Wentz reported that the pipe was intentionally placed in its current position so the water could drain into the gabions. RESOLUTION NO. RDA 91-17 REGISTER OF DEMAND I/ Adopted RESOLUTION NO. RDA 91-17 ALLOWING CERTAIN CLAIMS AND DEMANDS SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the consent calendar carried on the following roll call vote: AYES: BACHARACH, HUGHES, McTAGGART, RYAN AND CHAIR HINCHLIFFE ABSTAIN: RYAN (MIN. MAY 21, 1991) , HINCHLIFFE (REGISTER OF DEMANDS EXHIBIT "B") CO-SPONSORED NATURE WALKS (1900) Director Thomas presented the staff memorandum of July 16th and the recommendation that the Agency consider the request presented by the Land Conservancy and provide direction to staff. Barbara Dye, representing the Palos Verdes Land Conservancy reported that the walk to be held this up-coming Saturday was a tour of the bunkers on the Civic Center site. Member Bacharach moved, seconded by Chair Hinchliffe and carried to approve the staff recommendation. AUDIENCE QUESTIONS: (At 12 :25 A.M. Member Hughes left the meeting. ) Responding to the Chair's call for audience questions was Lois Larue, 3136 Barkentine Rd. , who reported on the condition of a corrugated drainage channel which she said new empties was going into the landslide area.
