REGULAR MEETING
MAY 7, 1991
The meeting was called to order at 8:32 P.M. at Hesse Park
Community Center, 29301 Hawthorne Boulevard, by Acting Chair-
man McTaggart.
PRESENT: HUGHES, HINCHLIFFE AND ACTING CHAIRMAN
McTAGGART
ABSENT: CHAIRWOMAN BACHARACH
Also present wee Executive Director Paul Bussey, Deputy Executive
Director Mark Rohloff, Director of Environmental Services Robert
Benard, Agency Attorney Carol Lynch and Director of Recreation and
Parks Mary Thomas.
APPROVAL OF AGENDA
Member Hughes moved, approval of the Agenda. The motion was
seconded by Member Hinchliffe and carried unanimously.
CONSENT CALENDAR
Member Hughes moved approval of the Consent Calendar, seconded by
Member Hinchliffe.
Waived full reading of all ordinances and resolutions adopted at
the meeting with consent to the waiver of reading deemed to be
given by all Board Members after the reading of the title.
MINUTES
Approved the minutes of April 16, 1991.
RESOLUTION NO. RDA 91-10 - REGISTER OF DEMANDS
Adopted RESOLUTION NO. RDA 91-10 ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the following
roll call vote:
AYES: HUGHES, HINCHLIFFE AND ACTING CHAIRMAN

PUBLIC HEARING:
ABALONE COVE SHORELINE PARK - INCREASE IN PARKING LOT FEES

The public hearing was opened by Acting Chairman McTaggart.
Director of Recreation and Parks Thomas presented the staff
memorandum of May 7, 1991 with the following recommendations:
(1) That the RDA Board authorize a parking fee of $2 for the
first two hours;
(2) That the RDA Board authorize an increase in the parking
fees for Abalone Cove Shoreline Park, effective May 25,
1991, to a $5 per vehicle, thereafter for the period
May 1 - September 30, and to remain at $4 thereafter from
October 1- April 30; and
(3) That the RDA Board authorize the automatic increase in
parking fees to coincide with those of the County of Los
Angeles Department of Beaches and Harbors.
Member Hughes questioned whether it would be difficult to change
the Abalone Cove parking fees if County rates change and whether
there would be reduced rates for Senior Citizens. This information
was provided by Director Thomas. Upon an inquiry from Acting
chairman McTaggart, Ms. Thomas commented on the recommended short-
term parking system.
Ms. Lois Larue, 3136 Barkentine Rd. , came forward to suggest that
the Summer season be extended through the month of October.
There being no further discussion, the public hearing was closed
and the following motion was offered.
Member Hughes moved for approval of the staff recommendation as
follows:

CONTINUED BUSINESS:
RECOGNITION OF ISHIBASHI FLOWER STAND AS A STATE POINT OF
HISTORICAL INTEREST (1201 X 1900)
Director of Recreation and Parks Thomas presented the staff
memorandum of May 7, 1991 with the recommendation that City Council
direct staff to proceed with the application process for
recognition of Annie's Stand as a State Point of Historical
Interest.
Mr. Eric Randall, Chairman of the Recreation and Parks Committee,
came forward to explain the Committee's support of Annie's Stand
as a State Point of Historical Interest.
With no further discussion, Member Hughes, seconded by Member
Hinchliffe, moved for approval of the staff recommendation to
direct staff to proceed with the application process for
recognition of Annie's Stand as a State Point of Historical
Interest. The motion carried unanimously.
EXECUTIVE DIRECTOR REPORTS:
Status of Directives
Updated information pertaining to RDA Directives information
included in the agenda packets was provided by Executive Director
Bussey.
AUDIENCE QUESTIONS
Ms. Lois Larue, 3136 Barkentine Rd. , addressed the funding for
Abalone Cove Shoreline Park and commented on monies the RDA owes
the City. Various Board Members, Executive Director Bussey and
Deputy Executive Director Rohloff responded to Ms. Larue's
comments.
