RDA MINS 19910305 M I N U T E S RANCH PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING MARCH 5, 1991 The meeting was called to order at 12 : 35 A.M. at Hesse Park Community Center, 29301 Hawthorne Boulevard, by Chairman Bacharach. PRESENT: HUGHES, McTAGGART, RYAN AND CHAIRWOMAN BACHARACH ABSENT: HINCHLIFFE Also present were Executive Director Paul D. Bussey, Deputy Executive Director Mark Rohloff , Director of Environmental Services Robert Benard, Agency Attorney Carol Lynch, Public Works Director George Wentz and Agency Secretary Jo Purcell . WAIVER OF FULL READINGS Member McTaggart moved, seconded by ORDINANCES AND RESOLUTIONS Chairwoman Bacharach and carried to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all members after reading of the title of such ordinance or resolution. APPROVAL OF AGENDA The agenda was approved by Member Hughes, seconded by Chairwoman Bacharach and carried. MINUTES Approved the minutes of January 29, 1991 and February 5 , 1991 . RESOLUTION NO. RDA 91-5 The Board inquired about the status REGISTER OF DEMANDS of a contract with D.E. Clarke. Staff reported that such a contract would be on the next agenda. RESOLUTION NO. RDA 91-5 A RESOLUTION OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS AND - SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID was presented by title and adopted on motion of Member Hughes, seconded by Member I/ McTaggart. The motion carried on the following roll call vote: AYES: HUGHES, McTAGGART AND CHAIRWOMAN BACHARACH NOES : RYAN ABSENT: HINCHLIFFE GABION EXTENSION PROJECT Director Wentz presented the (1900) March 5th staff memorandum and the following recommendations : ( 1) Authorize an additional expenditure of $43 , 740 to Sukut Construction Inc. for the Gabion Extension Project subject to receipt of monies from the Portuguese Bend Club Homeowners Association. ( 2 ) Authorize the project expenditures shown in the fiscal impact. He also reported on the Federal Government' s refusal to include the existing project in current CDBG funding. Lois Larue, 3136 Barkentine Rd. , told the Council that the Coastal Commission had allowed a two year permit only for a total of 2, 400 feet of gabions. She said she felt the Board did not have the I/ authority to approve this extension by going into the mean hightide area. Member McTaggart moved, seconded by Member Hughes to approve the staff recommendation. The motion carried on the following roll call vote: AYES: HUGHES, McTAGGART, RYAN AND CHAIRWOMAN BACHARACH ABSENT: HINCHLIFFE GABIONS - UPDATE ON Director Wentz reported that the CONDITION OF (1900) storm had damaged 800 feet of the originally installed gabions and that now only 250 feet remain. He said that staff would be reporting to the Board with the recommendation on how to fund repair and placement of these gabions. AUDIENCE QUESTIONS: Lois Larue, 3136 Barkentine Rd. , said that the sign at the Archery Range was correct and it now said "Caution - Archery Range" . She inquired about the mechanism for the Haney family to withdraw from the Portuguese Bend Association. She also inquired about the status of correcting the right hand turn lane at the Wayfarer Chapel and about the landscaping for the crib wall along Palos Verdes Drive South. Staff was requested to look into the issue of the right hand turn lane and the landscaping of the crib wall . STATUS OF DIRECTIVES: Federal Legislation Activity Board Member McTaggart reported that the sub-committee had met and that several more meetings would be necessary in order to determine a Federal Legislative strategy. I/ RDA -2- MARCH 5, 1991 A brief discussion then ensued about the Cemanc and the budget for that item. It was the consensus that this would be brought back to the next Redevelopment meeting.
